211 General Rate Information

211.1 Charge per Piece.
Except as provided in 213, postage on Express Mail is charged on
each piece.  For shipments tendered in Express Mail pouches under an Express
Mail Custom Designed Service agreement, each pouch is a piece.

211.2 Weight and Service Option.
Express Mail postage rates are applied to each piece according to weight
and service option.

211.3 Express Mail Military Service.
Express Mail Military Service postage rates are the rates for the
appropriate type of service requested (see Exhibit 210) and are
determined in accordance with 211.2.

211.4 Pickup Fee.
A fee of $4.50 must be paid by the customer every time pickup service is
provided, regardless of the number of pieces picked up.

212 Express Mail Same Day Airport Service Rates
See Exhibit 210.

213 Express Mail Custom Designed Service Rates
The rates for Express Mail Custom Designed Service (see Exhibit
210) are subject to the following additional fees:

a.
$4.50 for each delivery stop for items tendered for delivery to addressee.

b.
$4.50 for each pickup stop, regardless of the number of Express Mail pieces
picked up.

214 Express Mail Next Day and Second Day Services Rates
The rates for Express Mail Next Day and Second Day Services (see
Exhibit 210) are subject to an additional fee of $4.50 for each
pickup stop, regardless of the number of Express Mail pieces picked up.

215 Address Correction Fee

215.1 Manual Correction.
The fee for manual address correction service is $0.35 per notice issued.

215.2 Automated Correction.
The fee for automated address correction service (see 292.2) is
$0.20 per notice issued.



216 Flat Rate Envelope
Any amount of material that can be mailed in the special flat rate envelope
available from the Postal Service is subject to the rate of postage for a
2-pound piece at the level of service requested by the customer (see
Exhibit 210), regardless of the weight of the material placed in the
flat rate envelope.
220 Classification

221 Description

221.1 Availability of Service.
Express Mail is available for the shipment of any mailable matter (see
123, 124, and 127) that is tendered to the
Postal Service properly prepared and under the terms of this chapter.  In
addition, Express Mail Custom Designed Service, Express Mail Next Day Service,
or Express Mail Second Day Service may be used to expedite movement of any
other class of mail from one domestic postal facility to another in accordance
with the Express Mail drop-ship procedures in 136.7.

221.2 Service Offerings.
Express Mail is a highly reliable expedited postal service, available with
five basic service offerings.

a.
Express Mail Same Day Airport Service (see 222).

b.
Express Mail Custom Designed Service (see 223).

c.
Express Mail Next Day Service (see 224).

d.
Express Mail Second Day Service (see 225).

e.
Express Mail Military Service (see 226).

221.3 International Express Mail.
Express Mail is available between the United States and certain foreign
countries.  Regulations and rates for this service are in the
International Mail Manual.

221.4  Express Mail Military Service.
Express Mail Military Service is available between the United States and
designated APOs and FPOs to provide Department of Defense personnel stationed
overseas, and others entitled to APO and FPO mailing privileges, an expedited
delivery service to or from the United States.

222 Express Mail Same Day Airport Service

222.1 Availability of Service.
Same Day Airport Service is available between designated airport mail
facilities.  Mail tendered under this section for Same Day Airport Service
must be dispatched on the next available transportation to the destination
airport mail facility.  Such mail must be tendered during hours specified by
the Postal Service.  Upon arrival at the destination airport mail facility,
the mail must be made available for claim by the addressee by the time
determined for each such shipment when accepted at the origin facility.  The
designated airport mail facilities between which Same Day Airport Service is
offered are published in Notice 44-A, Express Mail Same Day Airport
Service.   Service at facilities not listed is prohibited.

222.2 Refund of Postage.
The Postal Service refunds the postage under 296 for any item not
available for claim by the time specified, unless the delay is caused by

a.
strikes or work stoppages,

b.
delay or cancellation of flights,

c.
governmental action beyond the control of the Postal Service or air
carriers, or

d.
provision of forwarding or return service after the item is available for
claim at the time specified in accordance with 222.1.

222.3 Pickup Service.
Pickup service is not available for Same Day Airport Service.

223 Express Mail Custom Designed Service

223.1 Availability of Service

223.11 Scheduled Basis.
Custom Designed Service is available only on a scheduled basis between
designated postal facilities or other designated locations for mailable matter
tendered in accordance with the service agreement, Form 5631, between the
Postal Service and the mailer.  Service under a service agreement must not be
offered in a manner which makes any undue or unreasonable discrimination among
users or unreasonable preferences to any such user.

223.12 Designated Facilities and Locations.
Custom Designed Service is available to and from any location in the United
States.

223.2 Service Agreement

223.21 Provisions in All Custom Designed Agreements.
Each Custom Designed Service Agreement must set forth the following:

a.
The scheduled place and day or date of origin for each shipment tendered
for service to each specific destination.

b.
The scheduled place and day or date for claim or delivery at destination
for each scheduled shipment.

c.
The scheduled times of day for tender at origin and for claim or delivery
at destination.

223.22 Commencement of Service Agreements.
Service provided pursuant to a service agreement must commence not more
than 10 days after the signed service agreement is tendered to the Postal
Service.  Exception: Thirty days' advance notice is required to change the
Express Mail destination address for origin caller service mail (see
952.138).

223.23 Termination of Service Agreements

223.231
Express Mail Custom Designed Service provided pursuant to a service
agreement may be terminated by the Postal Service after giving 10 days'
written notice to the mailer, if

a.
service cannot be provided for reasons beyond the control of the Postal
Service or because of changes in Postal Service facilities or operations, or

b.
the mailer fails to adhere to the terms of the service agreement or this
chapter.

223.232
The mailer may terminate a service agreement, for any reason, by notice to
the Postal Service.

223.3 Refund of Postage.
Except where a service agreement provides for claim or delivery more than
24 hours after scheduled tender at point of origin, the Postal Service refunds
postage under 296 for an item not available for claim or not
delivered within 24 hours of mailing, unless the item was delayed by strike or
work stoppage, or if the item was made available for claim or delivery was
attempted within 24 hours after tender or by the time specified in the service
agreement, and then the item was delayed because forwarding or return service
had to be provided.

224 Express Mail Next Day Service

224.1 Availability of Service

224.11 Acceptance.
Next Day Service is available at designated postal facilities, designated
Express Mail collection boxes, or by picking up the item, for overnight
service to designated destination 3-digit ZIP Code delivery areas, facilities,
or locations.

224.12 Acceptance Times.
Next Day Service mail must be tendered by the time or times authorized by
the postmaster.

224.13 Next Day Service Directories.
Each designated facility provided for in 224.11 must maintain an
Express Mail Next Day Service directory showing, for the 3-digit ZIP Code area
in which the facility is located, the following information:

a.
The 5-digit ZIP Code areas to which next-day delivery service by noon is
offered.

b.
The 3-digit ZIP Code areas to which next-day delivery service by 3 p.m. is
offered.

c.
The Express Mail zone from the origin to each destination 3-digit ZIP Code
area.

d.
The retail facilities at which Next Day Service mail may be tendered.

e.
The acceptance times for each such facility.

f.
A list of facilities at which Next Day Service mail may be claimed.

g.
The locations of Express Mail collection boxes.

224.14 Service Limitation.
Service to or from 3-digit ZIP Code areas, facilities, or offices, or at
times not listed in the Next Day Service directory for a designated facility
provided for in 224.11 is prohibited.  See 225.1 if a
destination is not listed.

224.2 Types of Service Available

224.21 Post Office to Post Office Service
Items tendered in accordance with 224.1 must be available for
claim by the addressee at the destination facility by 10 a.m. of the next day
the destination office is open for retail business.

224.22 Post Office to Addressee Service

224.221 Description.
Items tendered in accordance with 224.1 must be delivered to an
addressee within the designated delivery area of the destination facility by
noon or 3 p.m. of the next day (see 224.13a and 224.13b).

224.222 Second-Attempt Delivery.
If a shipment cannot be delivered on the first attempt, use the following
procedures (unless forwarding or return service is provided):

a.
The time and date when delivery was attempted and the initials of the
Postal Service employee who attempted delivery must be entered in the
"Delivery Was Attempted" block of Label 11-B or Label 11-F.

b.
Form 3849 or Form 3849-C is left at the address, indicating that the
shipment is being held awaiting pickup.  The name and telephone number of the
delivery facility where the shipment is held must be entered on the form.  If
the shipment is transferred to another facility, the initial delivery facility
must be prepared to answer an inquiry by supplying the customer with the
appropriate information, such as the name and telephone number of the facility
to which the shipment has been transferred.  If Form 3849 or Form 3849-C
cannot be left (no mail receptacle, slot, etc.), the addressee should be
telephoned and informed (1) that a delivery was attempted, (2) where the
shipment may be picked up, and (3) when the next regular delivery trip is to
be made.  The date of the telephone attempt or contact must be entered on
Label 11-B or Label 11-F.

c.
If the shipment is not picked up or if the addressee does not request that
the shipment be held for pickup, a second attempt to deliver must be made on
the next regular delivery day.

d.
If the addressee has requested in writing that Next Day Service shipments
be held for a specified day or days in accordance with 153.192, the
time and date when the shipment was available for delivery and the initials of
the Postal Service employee must be entered in the "Delivery Was Attempted"
block of Label 11-B or Label 11-F.  The shipment must be delivered on the next
regular delivery day after the specified day or days that the shipment is held.

e.
If delivery cannot be effected after the second attempt to deliver, the
shipment must be held for pickup for 5 workdays, in accordance with
159.324 and 291.2, unless the addressee requests a further
attempt to deliver.

224.3 Pickup Service

224.31 General.
Pickup service is available from designated post offices, subject to the
conditions of this section.

224.32 Fee

224.321 General Terms.
The fee prescribed in 211.4 must be paid by the customer every
time pickup service is provided, regardless of the number of pieces picked up.
 Only one fee is charged if Priority Mail or parcel post is picked up at the
same time.

224.322 Exception.
The fee is not charged when Express Mail, Priority Mail, or parcel post is
collected during a delivery stop or during a scheduled stop to collect mail
not subject to a pickup fee.

224.323 Method of Payment.
The fee must be paid by meter, precanceled, or adhesive stamps affixed to
section 1 of Form 5541; by corporate account number or federal agency number
written in section 5 of Form 5541; or by check payable to the postmaster of
the serving post office.

224.33 Postage.
The customer must pay the full required postage as prescribed in
280 for each mailpiece picked up.  If precanceled or meter stamps are
used, the requirements in 143 and 144, respectively, must
be met.

224.34 Collection of Other Mail.
As a service to the customer, incidental amounts of other fully prepaid,
postage affixed, full-rate mail may be collected when pickup service is
provided for Express Mail, Priority Mail, or parcel post.  Presort, bulk, or
reduced rate mail and any mail paid by permit imprint must be deposited at the
serving postal facility.

224.35 On-Call Pickup Service

224.351 When Available.
Customers may request on-call pickup service during the regular business
hours of the serving post office.  Pickups are made within 2 hours of the
request.  A pickup can be made later than 2 hours after the request if the
customer and the postal facility providing the service agree and service is
not adversely affected.  To ensure same day pickup, customers must call at
least 2 hours prior to the pickup cutoff time.  If the request is made less
than 2 hours before the cutoff time, the pickup may be deferred to the next
business day.  Customers can obtain the local cutoff time or request pickup by
calling their local post offices or 1-800-222-1811 during regular business
hours.  The cutoff time, which varies at postal facilities, is determined by
the earliest of the following:

a.
One hour after the end of the business day.

b.
Three hours before the tender time to the Eagle Network, if used.

c.
One hour before the tender time to other transportation used to meet
service commitments.


224.352 When Not Available.
The Postal Service may refuse to provide pickup service because of
exceptional or unsafe situations such as hazardous weather or road conditions,
facility emergencies on customer or postal premises, or unforeseen personnel
or vehicle shortages.

224.353 Where Available.
On-call pickup service is available only from designated post offices with
city delivery.  To determine the availability of service, customers should
call their local post offices or 1-800-222-1811 during regular business hours.

224.354 Cancellation.
The pickup fee is waived for a pickup canceled by the customer if the
customer cancels prior to the dispatch of the postal employee making the
pickup.

224.355 Volume.
When calling for a pickup, the customer must advise the serving postal
facility of the volume of mail to be picked up.  The Postal Service reserves
the right to defer pickup or make multiple pickups at no additional charge to
the customer if the volume to be picked up exceeds available vehicle capacity.

224.36 Scheduled Pickup Service

224.361 When Available.
Scheduled pickup service may be requested during the regular business hours
of the serving postal facility.  Scheduled pickup service begins the next day
when service is available and continues until canceled by the customer.

224.362 Where Available.
Scheduled pickup service is available from post offices with city delivery
(see Publication 65, National Five-Digit ZIP Code and Post Office
Directory), and from other post offices where the mailer's address is
along the line of travel and within the regular delivery time frame of a rural
or highway contract route.

224.363 Service Agreement.
Customers who desire scheduled pickup service must enter into a service
agreement with the Postal Service, specifying the time, place, day or date,
frequency of service, and approximate volume per pickup.  Form 5631 may be
adapted for this use.  Customers are charged the pickup fee for a scheduled
pickup, regardless of the volume collected.

224.364 Volume.
There are no limitations on the number of pieces that can be mailed using
pickup service.  However, the Postal Service reserves the right to defer
pickup or to make multiple pickups at no additional charge to the customer
when the volume to be picked up exceeds available vehicle capacity, and to
establish plant load service (see 154) where warranted by customer
volume.

224.365 Cancellation and Changes in Volume.
The customer must notify the serving post office at least 24 hours in
advance of a scheduled pickup if the pickup is to be canceled or if the volume
of mail to be picked up is more than 20% higher than the volume specified in
the service agreement.  Customers are not charged the pickup fee for a
scheduled pickup that is canceled as required.  Customers who do not notify
the serving post office of exceptional volume are charged the pickup fee for
each additional trip required.

224.366 Changes in Service

a. By Customer.
The customer may change scheduled pickup service (the service agreement),
effective 5 business days after the Postal Service receives the customer's
written notice to the serving post office.

b. By Postal Service.
The Postal Service may change scheduled pickup service (the service
agreement), effective 5 days after the customer receives written notice from
the serving post office.  The customer may appeal this notice as provided in
133 but must pay all pickup fees chargeable during the appeal period.

c. Disruptions in Service.
The Postal Service may suspend scheduled pickup service because of
exceptional or unsafe situations such as hazardous weather or road conditions,
facility emergencies on customer or postal premises, or unforeseen personnel
or vehicle shortages.

224.367 Termination of Service

a. By Customer.
The customer may terminate scheduled pickup service, effective 24 hours
after the Postal Service receives the customer's written notice at the serving
post office.  The customer is liable for fees for pickup service provided
prior to termination of service.

b. By Postal Service.
The Postal Service may terminate pickup service, effective 24 hours after
the customer receives written notice from the serving post office.
Termination must be based on the customer's failure to pay postage and fees or
to meet the requirements that apply to pickup service or Express Mail.  The
customer may appeal this notice as provided in 133 but must pay all
pickup fees chargeable during the appeal period.

224.37 Preparation Requirements

224.371 Express Mail Pieces.
Each piece of Express Mail must meet the applicable eligibility and
preparation requirements in 250 and 260.  Customers must
also complete Form 5541 for the items receiving pickup service, listing each
Express Mail label number in section 6.

224.372 Drop Shipment.
Material prepared for Express Mail drop shipment must meet the requirements
in 136.7 and 263.5.

224.373 Refusal.
The Postal Service may refuse to pick up Express Mail that is not prepared
according to this section.

224.4 Refund of Postage.
The Postal Service refunds postage under 296 for an item not
available for claim or for which delivery was not attempted (see
230), in accordance with 224.2, unless the item was
delayed by strike or work stoppage, or if the item was available for claim or
delivery was attempted within the times specified in 224.2 and then
the item was delayed because forwarding or return service was provided.

225  Express Mail Second Day Service

225.1  Availability of Service

225.11  Acceptance.
Express Mail Second Day Service is accepted at designated postal
facilities, at Express Mail collection boxes, and by picking up the item.

225.12  Acceptance Times.
Express Mail Second Day Service shipments must be tendered by 5 p.m., or
such later time or times as authorized by the postmaster.

225.13  Second Day Service Directories.
Express Mail Second Day Service is available to any 3- or 5-digit ZIP Code
destination not listed in the Next Day Service directory provided for in
224.13.

225.2  Types of Service Available

225.21  Post Office-to-Post Office Service.
Items tendered under 225.12 must be available for claim by the
addressee at the destination facility by 10 a.m. of the second day that the
destination office is open for retail business.

225.22  Post Office-to-Addressee Service.
Items tendered under 225.12 must be delivered to an addressee
within the designated delivery area of the destination facility by noon or 3
p.m. of the second day.  See 224.222 for second-attempt delivery.

225.3  Pickup Service.
See 224.3.

225.4  Refund of Postage.
The Postal Service refunds postage under 296 for an item not
available for claim or for which delivery was not attempted (see
230), in accordance with 225.2, unless the item was
delayed by strike or work stoppage, or if the item was available for claim, or
delivery was attempted within the specified times in 224.2, and then
the item was delayed because forwarding or return service was provided.

226  Express Mail Military Service

226.1  Availability of Service

226.11  Facilities.
Express Mail Military Service (EMMS) is available at designated retail
postal facilities for 2-day or 3-day service to designated APO/FPO 5-digit ZIP
Codes and at designated APO/FPO facilities for 2-day or 3-day service to
designated 3-digit destination ZIP Code areas, facilities, or locations in the
U.S.  The 3-day service option is offered from U.S. acceptance offices to
APOs/FPOs to which 2-day EMMS is not logistically supportable.  (This does not
preclude 2-day EMMS acceptance offices from accepting EMMS shipments for 3-day
service after the local cutoff time for normal 2-day service.  Designated
APO/FPO facilities overseas can accept 3-day service EMMS shipments for
3-digit destination ZIP Code areas in the United States that are not included
on their 2-day service network.

226.12  Acceptance Times.
Express Mail Military Service items must be tendered by the time or times
authorized by the local postmaster.

226.13  Express Mail Military Service Directories.
Each designated facility provided for in 226.11 must maintain an
Express Mail Military Service directory, showing both 2-day and 3-day service
areas, for the 3-digit or 5-digit ZIP Code area in which the facility is
located.  The directory must include the following information:

a.
For United States post offices, the 5-digit APO/FPO ZIP Codes to which
Express Mail Military Service is offered.

b.
For overseas APO/FPOs, the 3-digit United States post office ZIP Code areas
to which Express Mail Military Service is offered.

c.
The local retail facilities at which Express Mail Military Service may be
tendered.

d.
The acceptance times for each such facility.

226.14  Service Limitation.
Service to or from an APO/FPO not designated as an Express Mail Military
Service area, location, or facility is prohibited.

226.2  Type of Service--Post Office to Addressee

226.21  To APO/FPO Destinations.
Items tendered under 226.1 for an APO/FPO address must be
available for delivery at the destination APO/FPO facility by 3 p.m. of the
second day after mailing unless the APO/FPO facility is closed that day, in
which case the item must be available for delivery on the following business
day.  Items tendered for 3-day service in accordance with 226.1 must
be available for delivery at the destination APO/FPO facility by 3 p.m. of the
third day after mailing unless the APO/FPO facility is closed that day, in
which case the item must be available for delivery on the following business
day.

226.22  From APO/FPO to United States Destination.
Items tendered under 226.1 must be delivered to an addressee
within the delivery area of the destination facility by 3 p.m. of the second
day after mailing.  Items tendered for 3-day service under 226.1 must
be delivered to an addressee within the delivery area of the destination
facility by 3 p.m. of the third day after mailing.

226.3  Type of Service--EMMS Custom Designed.
EMMS Custom Designed service is available to authorized APO/FPO
destinations.  EMMS Custom Designed service must be consistent with
223, 226, and 272.

226.4  Type of Service--EMMS Drop Shipment.
EMMS drop shipment service is available to authorized APO/FPO destinations.
 EMMS drop shipments must be consistent with 136.7.

226.5  Pickup Service.
See 224.3.

226.6  Refund of Postage.
The Postal Service refunds postage under 296 for an item not
available for claim at the APO/FPO of address or for which delivery was not
attempted domestically within the times specified in 226.2, unless
the item was

a.
delayed by Customs, strike, or work stoppage; or

b.
if the item was available for claim within the times specified in
226.2 and then the item was delayed because forwarding or return
service was provided; or

c.
for APO/FPO destined mail only, if the APO/FPO is closed on the intended
day of delivery.  (Where an overseas APO/FPO is closed on the intended
delivery day, delivery must be made the following business day.)

227 Express Mail Reship Service
The Postal Service picks up Custom Designed and Next Day Service shipments
made up of mail addressed to post office boxes and dispatch it as an Express
Mail Custom Designed or Next Day Service shipment pursuant to a service
agreement on Form 5631 between the Postal Service and the mailer, in
accordance with the following:

a.
The frequency of service is set by a schedule.

b.
For each pickup stop, the customer is charged $4.50 no matter how many of
the same customer's post office boxes are checked in the same post office box
unit at the same time.

c.
Express Mail postage and fees must be paid by Express Mail Corporate
Account or Federal Government agency "Postage and Fees Paid" indicia.

d.
The mailer must maintain a postage-due or optional business reply account
at the postal facility where the post office box is located for any shortpaid
or business reply mail.  The service agreement must provide a statement that a
postage-due or optional business reply account has been established in
accordance with 146.3 or 917.3.

e.
Express Mail reship service is not available for registered, certified,
COD, insured, or Express Mail items addressed to the post office box.  Such
items must never be placed in the Express Mail pouch.  The mailer must give
instructions to redirect such items to an address stated on Form 1093.

f.
The service agreement must list the Express Mail manager at the originating
office as the "Firm Representative."

g.
The service agreement must provide that the pickup time is the time by
which the postal employee is to pick up the mail from the post office boxes
and prepare it for dispatch as Express Mail.  The time that the post office
boxes are to be emptied must be the time specified in the service agreement.

h.
Commencement and termination of service agreements are subject to
223.22 and 223.23.

230 Service Guarantee
Service guarantees for the various service offerings of Express Mail are
prescribed in 222.2, 223.3, 224.4,
225.4, and 226.4.  The service guarantee for Express Mail
shipments using the drop-shipment procedures in 136.7 terminates upon
receipt at the postal facility where the Express Mail shipment is destined.
Postage is not refunded if an item is delayed because of incorrect ZIP Code or
address, forwarding or return service was provided after the item was made
available for claim, or delivery was attempted within the times specified in
221.1, 223.2 (see individual service agreement),
224.2, and 226.2.  Attempted delivery occurs (a) when
delivery is physically attempted, but cannot be made; (b) the shipment is
available for delivery, but the addressee made a written request that the
shipment be held for a specified day or days (see 153.192 and
224.222d); or (c) the delivery employee discovers that the shipment
is undeliverable as addressed prior to leaving on the delivery route.

240 Authorizations and Permits

241 Service Agreements
A service agreement is required before mailings may be made under Express
Mail Custom Designed Service (see 223.2).  Prior authorization or
prearrangement is not required for other types of Express Mail service.

242 Express Mail Corporate Accounts
A written application is required before mailings are made under an Express
Mail Corporate Account, as described in 282.

250 Physical Limitations

251 Weight
A piece of Express Mail may not weigh more than 70 pounds.  Express Mail
Military Service items addressed to an APO/FPO cannot exceed the weight
restrictions for the particular APO/FPO ZIP Code.  These are listed in the
table Conditions Applied to Mail Addressed to Military Post Offices
Overseas, published and frequently updated in the Postal Bulletin.

252 Size

252.1 Maximum.
A piece of Express Mail may not measure more than 108 inches in length and
girth combined.  (See 752 for instructions on how to measure mail.)
Express Mail Military Service items addressed to an APO/FPO cannot exceed the
size restrictions for the particular APO/FPO ZIP Code.  (See Conditions
Applied to Mail Addressed to Military Post Offices Overseas, frequently
updated and published in the Postal Bulletin.)

252.2 Outside Pouch.
Express Mail items which are not required to be tendered in a pouch must be
large enough to hold the required labels and indicia on a single optical plane.

260 Preparation Requirements

261 Express Mail Same Day Airport Service

261.1 Label 11-C.
Customers must complete Label 11-C, Express Mail Airport to Airport,
for each piece of Same Day Airport Service mail.

261.2 Outside Piece.
An item that does not fit into an Express Mail pouch or must be mailed as
an outside piece under 128.6, may be accepted and dispatched as an
outside piece if documentation is securely attached and the piece clearly
identified as Express Mail.  Use Label 63, Express Mail Outside Shipment,
for identification.

261.3 Tag 2705.
Each Express Mail Same Day Airport Service pouch or outside piece must have
a Tag 2705, Same Day Airport Service,  appropriately attached. Attach
the tag to the pouch closure staple under the hasp.  On outside pieces, fasten
the tag near the label so that it is conspicuous and does not damage the
reusable tag.  Tags must be removed from all pouches and pieces by the window
clerk for storage and reuse.

262 Express Mail Custom Designed Service

262.1 Required Forms.
Customers must complete Form 5625 and, when appropriate, Form 3877 (see
263.6).  Place the completed Form 5625 in an EP-13 envelope and
affix the envelope to the Express Mail pouch.

262.2 Waiver of Signature.
Customers sending Express Mail shipments under a Custom Designed agreement
may instruct the Postal Service to deliver the Express Mail shipment without
obtaining the signature of the addressee or addressee's agent by signing a
waiver on Form 5541.  Completion of the waiver authorizes the delivery
employee to sign for the delivery of the article. The signature of the
delivery employee constitutes proof of delivery.  Waiver of signature is not
available for Express Mail COD shipments.

262.3 Pouching.
Except as provided in 261.2 and 227, all Custom Designed
Service mail must be tendered in sealed Express Mail pouches.  (See
261.2 for outside pieces and 227 for Express Mail
reshipment.)

263 Express Mail Next Day, Second Day, and Military Services

263.1 Required Labels.
Customers must complete Label 11-A or Label 11-E, Express Mail Post
Office to Post Office, or Label 11-B or Label 11-F, Express Mail Post
Office to Addressee, for each piece of Next Day Service mail (see
261.2 for outside pieces).  For Express Mail Military Service,
customers also may have to complete a customs declaration form if required for
the APO/FPO number of address in the table Conditions Applied to Mail
Addressed to Military Post Offices Overseas, published and updated in the
Postal Bulletin.

263.2 Waiver of Signature.
Customers sending Express Mail shipments may instruct the Postal Service to
deliver Express Mail Next Day or Second Day shipments without obtaining the
signature of the addressee or the addressee's agent by signing a waiver on
Label 11-B or Label 11-F, Express Mail Next Day Service Post Office to
Addressee.  Completion of the waiver authorizes the delivery employee to
sign for the delivery of the article.  If, in the judgment of the delivery
employee, the article can be left in a secure location, the signature of the
delivery employee constitutes valid proof of delivery.  Waiver of signature is
not available for Express Mail COD shipments or Express Mail Military Service
shipments.

263.3 Next Day Service Pickup.
See 224.3.

263.4 ZIP Code Determination.
For Next Day Service items deposited in accordance with 273.22,
in addition to complying with 263.1 and 263.3, the customer
must determine that the item is destined to a 3-digit ZIP Code area to which
Next Day or Military Service is offered from the point of origin (see
224.14 and 226.13).  If the destination is not listed, the
customer must use Second Day Service.  For Express Mail Military Service items
addressed to an APO/FPO, the mailer must determine that the item is destined
to a 5-digit APO/FPO ZIP Code to which Express Mail Military Service is
offered from the point of origin.  Label 86, Express Mail Military
Service, should be placed on the address side of each shipping container.

263.5 Drop Shipment.
If the drop-shipment procedures in 136.7 are used, the mailer must
tender the Express Mail drop shipment in Express Mail pouches.  The
appropriate mailing label or form must be placed in an EP-13 envelope and
affixed to each Express Mail pouch.

263.6 Multiple Pieces.
Forms 3877 are furnished without charge to customers who mail an average of
three or more Express Mail articles at one time.  The following are
instructions for their use:

a.
The mailer must prepare Custom Designed articles as described in
262.1 and Next Day Service articles as described in 263.1.

b.
A Form 3877 must be presented with the articles to be mailed.

c.
The mailer must enter on Form 3877 the full number of each Express Mail
article and the name and address of the addressee.  Spaces are provided for
entering the description of each article.

d.
All entries on Form 3877 must be made in duplicate by typewriter, ink, or
ballpoint pen.  One copy is retained by the accepting employee, and the other
is receipted and returned to the mailer.

e.
All unused portions of the address column in Form 3877 must be obliterated
by drawing a diagonal line through the unused portion.  Any alterations must
be initialed by the mailer and accepting employee.

270 Mailing

271 Express Mail Same Day Airport Service
Express Mail Same Day Airport items must be deposited at designated airport
mail facilities (see 222.1).

272 Express Mail Custom Designed Service
Express Mail Custom Designed Service items must be deposited on a scheduled
basis in accordance with the provision of the service agreement (see
223.1 and 223.2).

273 Express Mail Next Day and Second Day Services

273.1 General.
Express Mail Next Day and Second Day Service items must be deposited at
locations and times designated by the postmaster (see 224.1).

273.2 Locations

273.21 Post Offices.
Express Mail Next Day and Second Day Service items may be deposited at
designated post offices, branches, or stations.

273.22 Collection Boxes and Carriers.
Prepaid shipments, with the completed mailing label and postage affixed,
may be deposited in Express Mail collection boxes, handed to delivery and
collection personnel in the course of their normal delivery and collection
duties, or picked up in accordance with 224.3, 225.3, or
226.3.

273.3 Time of Mailing

273.31 Cutoff Time.
Express Mail Next Day and Second Day Service items must be tendered at the
time or times authorized by the postmaster.

273.32 At Post Offices.
The time and date of mailing for Express Mail Next Day and Second Day
Service items deposited at designated post offices, branches, or stations is
the time and date the item is tendered and accepted.

273.33 Collection Boxes and Carriers.
The time and date of mailing for Express Mail Next Day and Second Day
Service items deposited in accordance with 273.22 is the time and
date the item is brought to the Express Mail acceptance unit.  Items deposited
in Express Mail collection boxes by the time posted must be available for
claim or delivered the next day in accordance with 224.2, or the
second day in accordance with 225.2.  Items handed to delivery or
collection personnel or picked up in accordance with 273.22 must be
collected or picked up in time so that they can be brought to the acceptance
unit by the authorized acceptance time.  Items so deposited must be available
for claim or delivered the next day in accordance with 224.2, or the
second day in accordance with 225.2.

273.34 Next Day Service After Cutoff Time.
Next Day Service items mailed after the time or times authorized by the
postmaster are accepted and delivered on the second day after mailing, in
accordance with 224.2 and 224.4.

273.35 Second Day Service After Cutoff Time.
Second Day Service items mailed after the time or times authorized by the
postmaster are accepted and delivered on the third day after mailing, in
accordance with 225.2 and 225.4.

273.36  Express Mail Military Service

273.361
Express Mail Military Service items tendered at domestic postal facilities
before the published cutoff time must be available for delivery at the
destination APO/FPO on the second day after acceptance, unless the APO/FPO is
closed that day.  If the APO/FPO is closed on the scheduled day of delivery,
the item must be available for delivery the following business day.

273.362
Express Mail Military Service items tendered at domestic postal facilities
after the published cutoff time must be available for delivery at the
destination APO/FPO on the third day after acceptance, unless the APO/FPO is
closed that day.  If the APO/FPO is closed on the scheduled day of delivery,
the item is available for delivery the following business day.

273.363
Express Mail Military Service items tendered at APO/FPO facilities before
the published cutoff time are delivered the second day after acceptance.

273.364
Express Mail Military Service items tendered at APO/FPO facilities after
the published cutoff time are delivered the third day after acceptance.

273.4 Verification

273.41 Deposited at Post Offices.
All Express Mail Next Day and Second Day Service items must be verified at
time of mailing to establish that the appropriate label is properly completed
(see 263), the correct postage has been paid, and the item is
destined to a 3-digit ZIP Code area to which next-day delivery service is
offered from that point of origin (see 224.14).

273.42 Deposited in Collection Boxes or to Carriers.
All Express Mail Next Day and Second Day Service items deposited in
accordance with 273.22 must be verified only at Express Mail
acceptance units designated by the postmaster.  If such an item brought to an
acceptance unit is found not to have the appropriate label completed or the
sufficient postage affixed, the mailer must be notified so that the label can
be corrected and/or the insufficient postage discrepancy corrected in
accordance with 286.  For shortpaid items undeliverable for any
reason, return to sender and deliver on payment of the deficient postage.
Express Mail shipments not bearing a return address must be disposed of in
accordance with 159.52.  (See 146.12 for nonpayment
procedures.)

273.43 Requirements.
All Express Mail Military Service items must be verified at time of mailing
to determine that the appropriate label is properly completed, the correct
postage has been paid, and the item is destined to a 5-digit ZIP Code area to
which Express Mail Military Service is offered from that point of origin.

280 Payment of Postage

281  Express Mail

281.1  General.
Mailers of Express Mail items may pay postage by adhesive stamps, meter
stamps, or through the use of an Express Mail corporate account (see
282).  The mailer is responsible for proper payment of postage.  See
111.32.

281.2 Meter Reply Express Mail.
Meter stamps may be used to prepay reply postage on Express Mail shipments
up to a maximum of 70 pounds.

a.
Mailers must place meter stamps directly on the envelope, tube, or other
mailing container which bears the return address of the meter license holder
in an amount sufficient to prepay the appropriate postage in full.

b.
Reply mail prepaid by meter stamps must be delivered only to the address of
the meter license holder.  If the address is altered, the mail must be held
for postage.

282 Corporate Account
A corporate account is available to any mailer in accordance with Form
5639.  Each agreement must set forth the following:

a.
The customer must pay for all postage and fees resulting from shipments
tendered that bear the assigned account number.  The customer must pay postage
and fees for shipments tendered up to 30 days after the account is closed.
Thereafter, all shipments bearing the account number must be refused.

b.
The customer must prepay all postage and fees resulting from shipments
tendered that bear the assigned account number by maintaining a minimum
balance on deposit.  The initial deposit must be sufficient to cover 2 weeks'
average postage or $100, whichever is higher.  Thereafter, the minimum balance
must equal the average weekly postage and fees or $50, whichever is higher.
The average weekly postage is determined by (1) dividing the postage and fees
paid during the last quarter by the number of weeks in the quarter or (2) the
anticipated postage and fees for that week, whichever is higher.

c.
The Postal Service may close the account upon 10 days' written notice to
the customer, if

(1)
the minimum balance falls below the amount required as set forth in
282b for three consecutive postal accounting periods (3 months) or

(2)
the account remains inactive for three consecutive postal accounting
periods.  When deficiencies occur for two consecutive accounting periods, the
division field director, marketing and communications, must be notified so an
attempt at correction can be made before the customer is notified of the
intent to close the account.

d.
On the 10th calendar day after the close of the postal accounting period,
the Postal Service must send the customer a mailing statement showing
beginning balance, deposits, a list of each shipment mailed, office of
mailing, date of mailing, number of shipments, postage and fees, and the
ending balance in the account.

283 Federal Agencies
"Postage and Fees Paid" indicia may be used by Federal agencies entitled to
use the indicia.

284 USPS Mail
Penalty indicia may be used for official mail of the U.S. Postal Service.

285 Pickup Charges
See 224.32.

286 Insufficient Prepayment

286.1 Express Mail Next Day, Second Day, Military, and Same Day Airport
Services.
If an Express Mail Next Day, Second Day, Military, or Same Day Airport
Service item is received at the office of mailing without sufficient postage,
the item must be handled as follows:

a.
The Finance copy (and the Customer Receipt copy, when
appropriate) of the Express Mail label must be marked "POSTAGE DUE" to show
the total postage and fees deficiency.

b.
If postage is paid by adhesive or meter stamps, an attempt must be made to
contact the mailer, including Federal Government mailers, to correct the
deficiency prior to dispatch.  If the deficiency cannot be corrected prior to
dispatch, dispatch the item.  Do not stamp the item "POSTAGE DUE."  The
finance office must collect deficient postage in accordance with the
procedures in Handbook DM-201, Express Mail Service, 132.

c.
If postage is paid by an Express Mail corporate account or Federal
Government "Postage and Fees Paid" indicia, and the customer incorrectly
writes in the postage and/or fees amount, the appropriate postage and fees
must be collected by debiting the account.  The acceptance clerk marks the
correct postage and fees on the Service Analysis/Proof of Delivery
and Finance  copies and dispatch.

286.2 Express Mail Custom Designed Service.
If a Custom Designed Service item is received at the office of mailing with
an incorrect weight listed, the item must be handled as follows:

a.
The Finance  copy (and the Customer Receipt  copy, when
appropriate) of the Express Mail label must have the incorrect weight figure
circled, and the correct weight entered by the acceptance clerk.

b.
If postage is paid by adhesive or meter stamps, an attempt must be made to
contact the mailer, including Federal Government mailers, to correct the
deficiency prior to dispatch.  If the deficiency cannot be corrected prior to
dispatch, promptly dispatch the item.  Do not stamp the item "Postage Due."
The finance office must collect deficient postage in accordance with the
procedures in Handbook DM-201, Express Mail Service, 132.

c.
If postage is paid by an Express Mail corporate account or Federal
Government "Postage and Fees Paid" indicia, the correct postage and fees must
be collected by debiting the account.  The finance input clerk enters the
corrected weight and the proper postage amount into the Electronic Marketing
Reporting System (EMRS) and records the correction on the appropriate
Adjustment Log  for customer notification.

287 Express Mail Shipments Not Bearing Postage
See 146.12 for nonpayment procedures.

290 Ancillary Services

291 Forwarding, Holding, and Return

291.1 Forwarding.
Express Mail shipments are forwarded for a period of 1 year when the new
address is known.  Make a notation of forwarding on Label 11-A or Label 11-B.
Pieces being forwarded must be handled and transported as Express Mail.  No
additional postage is collected for forwarding.

291.2 Holding.
Hold Express Mail shipments for 5 workdays if undeliverable or unclaimed
and the sender provides no specific instructions.  Hold an Express Mail COD
shipment for 5 days before returning it, unless the article is refused or the
mailer has specified that the article be held longer (not to exceed 30 days).

291.3 Return.
Express Mail shipments that are not held in accordance with
153.192, are undeliverable, or are unclaimed after 5 workdays are
returned to the sender at no additional postage.  The mailer can direct return
in less than 5 workdays by placing instructions to that effect under the
return address.  Shipments being returned to the sender must be handled and
transported as Express Mail.

292 Address Correction and Directory Services

292.1 Address Correction Service.
An Express Mail piece endorsed "Address Correction Requested" is returned
at no charge to the sender with the forwarding address or the reason for
nondelivery.  When the "Forwarding and Address Correction Requested"
endorsement is used, the mailpiece is forwarded to the new address, and the
sender notified on Form 3547.  Temporary changes of address are not provided.
(See 215 for the address-correction service fee.)

292.2  Address Change Service (ACS)

a.
ACS is designed to centralize, automate, and improve the processing of
address-correction requests for mailers.  The ACS process involves the
transmission of address correction information to a central point where the
changes are consolidated onto a magnetic tape filed by unique identifier.
These records are sequentially organized by USPS assigned codes and
distributed to each participating mailer.  Label formats are found in
441.232.

b.
ACS is available to mailers who maintain their address records on
computers.  For further information, write to the Address Change Service,
Address Information Center, U.S. Postal Service (for address, see Address List
in Appendices).

292.3 Directory Service.
Directory service must be provided for Express Mail shipments which cannot
be delivered due to an incorrect or incomplete address.  A city or telephone
directory is used to correct or complete the address.  The Postal Service does
not compile a directory of any kind.  Items must not be returned as
undeliverable-as-addressed until directory service has been provided (see
159.24).

293 COD Service

293.1 Express Mail COD Service.
COD service may be purchased for Express Mail shipments other than Express
Mail Military Service shipments (see 914.175).

293.2 Assignment and Delivery.
Assign and deliver Express Mail COD in accordance with 914 and
Handbook DM-201, Express Mail Service, 240.  After the money order or
check has been sent to the mailer, attach the Express Mail receipt to the tag,
send them to the Express Mail unit for recording, and then to the claims and
inquiry unit for filing with COD tags.  For those offices that maintain the
COD tags, the Express Mail office must make a photocopy of the COD tag for
filing with the Express Mail delivery receipt.  Once completed, return the COD
tag to the delivery office.  Retain COD tags with Express Mail delivery
receipts attached for 2 years.

294 Evidence of Mailing
A receipt showing the time and date of mailing must be provided to the
mailer upon acceptance of Express Mail by the Postal Service.  This receipt
serves as evidence of mailing.  Form 5625 is used for Express Mail Custom
Designed Service; Form 5541 for pickup of Express Mail Next Day Service mail;
Label 11-A or Label 11-B for Express Mail Next Day Service; and Label 11-C for
Express Mail Same Day Airport Service.  Form 3877 may also be used.

295 Insurance and Indemnity

295.1 General.
Express Mail is insured against loss, damage, or rifling at no additional
cost.  The Postal Service pays indemnity under 296 as outlined below.
 Insurance coverage for Express Mail shipments using the drop-shipment
procedures in 136.7 terminates upon receipt at the postal facility
where the Express Mail shipment is destined.  All Express Mail signed for by
the addressee, the addressee's agent, or the delivery employee constitutes a
valid delivery and no indemnity for loss is paid.  See 914.175 for
limitations of indemnity for Express Mail COD service.

295.2 Document Reconstruction Insurance

295.21 Limit of Coverage.
Nonnegotiable documents are insured against loss, damage, or rifling while
in transit.  Coverage is limited to $50,000 per piece (the unit upon which
postage is paid), subject to a limit of $500,000 per occurrence (a single
accident or major catastrophe).  Claims for document reconstruction insurance
must be supported by a statement of expenses incurred in reconstruction.

295.22 Nonnegotiable Document Definition.
Nonnegotiable documents include commercial papers, documents, and such
written instruments as are used in the conduct and operation of banks and
banking institutions which have not been made negotiable or which cannot be
negotiated or converted into cash by unauthorized persons without resort to
forgery.  Other nonnegotiable documents include valuable records, audit media,
and other business records.  They may be in conventional hard copy form, data
processing cards, tapes, microfilm, or other forms of data storage.  Articles
such as artwork, readers proofs, repro proofs, separation negatives,
engineering drawings, blueprints, circulars, advertisements, film, negatives,
photographs, etc., are considered merchandise, not documents, and claims for
them are processed in accordance with the regulations for Express Mail
merchandise insurance (see 295.3).

295.23 "While in Transit" Definition.
"While in transit" is the time beginning when the Postal Service receives
custody of the insured material and ending when the material is delivered to
the addressee or, if undeliverable, when the material is received by the
sender upon return.

295.24 Indemnity Payment.
Indemnity is paid as follows:

a.
Reasonable costs incurred in the reconstruction of lost or damaged
nonnegotiable documents.  The mailer must establish reasonable costs.

b.
Loss of, or damage to, nonnegotiable documents that cannot be
reconstructed.  The mailer must establish the value of the documents.  Maximum
indemnity is $5,000.

c.
Loss sustained through the use of funds to maintain cash balances during a
period of document reconstruction (based on the applicable Federal Reserve
discount rate) for a period not to exceed 15 days, beginning at the scheduled
delivery time.

d.
Indemnity is paid under 296 for reconstruction expense incurred or
obligated between the time of guaranteed or scheduled delivery and actual
delivery, provided the documents are usable upon delivery.

e.
In the event of a catastrophic loss, the liability limit is $500,000 per
occurrence, regardless of the number of Express Mail items or the number of
customers involved, and is paid in the following manner.  Each claim under
296 resulting from the catastrophic loss first is adjudicated
individually.  If the sum of the preliminary adjudication exceeds $500,000,
the percentage of the sum represented by each individual settlement is applied
to the $500,000 to determine each claimant's pro rata share of the final
settlement.

295.3 Merchandise Insurance

295.31 Limit of Coverage.
Parcels are insured against loss, damage, or rifling; coverage is limited
to $500.

295.32 Value at Time of Mailing.
Subject to 295.33, indemnity is paid on the basis of the value at
the time of mailing.  The mailer must submit evidence establishing the value,
in accordance with 149.242.  For mailings valued at $15 or less,
negotiable items, currency, or bullion, the indemnity is $15.

295.4 Indemnity Payment, Exceptions.
Indemnity is not paid for the following:

a.
Negotiable items (except as provided in 295.33).

b.
Currency or bullion (except as provided in 295.33).

c.
Consequential loss (except as provided in 295.24c).

d.
Nonmailable items (as defined in 123) or items packaged in such a
manner that they could not have reached their destination undamaged in the
normal course of the mail.

e.
Articles of sentimental value (except as provided in 295.24).

f.
Acts of employees or agents of the sender or addressee.

g.
Radioactive injury, or electrical or magnetic injury, or erasure of
electrical recordings.

h.
War, insurrection, or civil disturbance, or seizure by any agency of
Government.

i.
Contents froze, melted, spoiled, or deteriorated.

j.
Items signed for by the addressee, the addressee's agent, or the delivery
employee (if authorized under 263.2).

296 Claims Procedures

296.1 Claims for Refunds of Postage

296.11 Who May File.
Claims for refunds of postage may be made only by the mailer within 90 days
of the date of mailing.  Mailers may file for a refund of postage for any item
not available for claim or for which delivery was not attempted within the
service standards prescribed in 222.2, 223.3,
224.4, 230, and 226.4.

296.12 Supporting Documentation.
The mailer (the sender or holder of an Express Mail corporate account) must
complete and submit to any post office Part I of Form 3533.  The mailer's
receipt (original copy of the mailing label) must be submitted with the
application.  The mailer must submit the cover, with the mailing label and
postage intact, showing the time and date of delivery.  If the cover is
unavailable, the Electronic Marketing Reporting System (EMRS) delivery record
may be used.  Return receipts obtained in accordance with 297 are not
acceptable documentation of time and date of delivery.

296.2 Claims for Insurance.
Insurance claims must be filed within 90 days of the date of mailing. The
mailer's original receipt copy of the mailing label must be included with the
claim file.  The mailer's original COD receipt must also be submitted if
Express Mail COD service was used (see 149.514a).  Use Form 5690.
Forward completed forms to the Director, Postal Data Center, P.O. Box 14677,
St. Louis, Missouri 63180-9144 (see 149.51).

296.3 Indemnity Claims

296.31 Who May File

a.
Claims for complete loss may be filed only by the mailer. Claims for
damages or partial loss may be filed by the mailer or the addressee.  Claims
filed by the addressee for damage or partial loss must be sent to the post
office of mailing for completion.  The Express Mail coordinator at the post
office of mailing must have the mailer sign the claim form and designate the
payee.

b.
The following supporting documentation must be included with all Express
Mail claims:  evidence of value for merchandise insurance, except as provided
for in 295.33; reconstruction costs for document reconstruction; and
the customer receipt copy of the mailing label.

296.32 Claims for Damage or Partial Loss.
Claims for damage or partial loss must be supported by the presentation of
the article and its packaging at the time the claim is filed.  The article
with the packaging must be retained at the post office for 90 days and then
sent to the appropriate dead parcel branch (see 159.52).  Use Form
3831.  If the customer's claim is denied, the article must be returned on
request.

297 Return Receipts
Return receipts furnish the mailer with evidence of delivery.  The fee paid
for a return receipt does not insure the article against loss or damage.  The
return receipt is returned by mail by the Postal Service to the mailer after
the article is delivered to the addressee.  (For fees, see 932.2.)
Restricted delivery service is not available for Express Mail.  If a return
receipt is requested, the sender must show a complete return address on the
mailpiece.  The return address on the Express Mail label satisfies this
requirement.
