
423.432 Application Fee.
The fee prescribed by 412.12 must accompany an application for
second-class mail privileges (original entry).

423.433  Copies Filed with Application.
An application must be filed by the publisher before a publication is
considered for second-class authorization.  Copies of application forms may be
obtained from the local postmaster.  The headings on the forms describe the
information the publisher must furnish.  Two copies of the issue published
nearest to the date of application must accompany the application.  These
copies must meet the requirements in 429.6.  The copies must be
marked to show the advertising content and the percentage of advertising must
be stated on the cover.  When one-half or more of the total copies distributed
are purchased by news agents for resale or are consigned to news agents for
sale, two copies each of at least four issues must be filed before an
application is either approved or disapproved, to demonstrate compliance with
the requirement for regular issuance at least four times each year.  If the
publication is printed in a foreign language, a brief translation of the
contents of the copies must be furnished with the application.  Generally a
synopsis of each article and advertisement suffices.

423.434  Supporting Information.
In accordance with 423.421, the publisher must maintain records
adequate to establish that the primary distribution of the publication is to
persons who have requested it.  See 425 for a description of the
types of records needed to satisfy this requirement.

423.435  Post Office Verification.
The post office where the application is filed must review it for
correctness and verify the requester data reported by the applicant.  The post
office completes column (C) on the back of the application, and shows under
Section II on the front the publisher's records examined to substantiate the
number of claimed requesters.

423.436  Forwarding the Application
The postmaster forwards the application and one copy of the publication to
the management sectional center (MSC).  The MSC, after reviewing the
application for completeness, forwards it with one copy of the publication to
the rates and classification center.

423.44  Mailing While Application Pending

423.441  General.
A publisher or news agent may not mail at second-class rates until the
application for second-class mail privileges is approved by the general
manager, rates and classification center, serving the post office of the known
office of publication.  The postmaster may not accept mailings of a
publication at the second-class rates for which an original entry application
is pending until written authorization is received from the general manager,
rates and classification center.  Postage at the applicable First-, third-, or
fourth-class rates must be paid while the application is pending.

423.442  Record of Postage Paid.
If thirdor fourth-class postage is paid through an advance deposit
account, the postmaster must keep a record of such mailings on Form 3503.  No
record is kept on Form 3503 if postage is paid at First-Class rates or if
postage is not paid through an advance deposit account.

423.45  Granting or Denying Applications

423.451  Responsibility.
The general manager, rates and classification center, serving the post
office of the known office of publication rules on all applications for
second-class mail privileges.

423.452  Granting an Application.
If the general manager grants an application for original entry, the
general manager must notify the postmaster at the office where the application
was filed, and the postmaster must notify the applicant.  Before taking action
on an application, the general manager may ask the publisher for additional
information or evidence to complete or clarify the application.  The
publisher's failure to furnish such information is sufficient grounds to deny
the application.  Approval of an application to mail at second-class rates
does not represent a determination by the Postal Service that a publication is
mailable pursuant to 39 USC 3001(a) and 18 USC 1461 and 1463.  (See Blount
v. Rizzi, 400 U.S. 410 (1971.)

423.453  Effective Date.
The effective date of the original entry authorization is the date of the
application, if the publication was eligible for second-class mail privileges
on that date, or the date of eligibility, if the publication became eligible
after the date of application.

423.454  Refund

a.
If an authorization for second-class mail privileges is granted, the
postmaster of the original entry post office is instructed to issue a refund
to the publisher for copies mailed while the application was pending.  The
amount of the refund is the difference between the postage paid at thirdor
fourth-class rates and the postage that would have been paid at the applicable
second-class rates.  Refunds are granted only for mailings made on or after
the effective date of the authorization and only if postage was paid through
an advance deposit account for which a Form 3503 was maintained.

b.
No refund is made

(1)
if the application is denied or withdrawn;

(2)
for the period prior to the effective date of the authorization;

(3)
for postage that was not paid through an advance deposit account for which
a Form 3503 was maintained (see 423.442);

(4)
for postage at any rate that was affixed to copies of the publication;

(5)
for postage paid at Express Mail or First-Class rates; or

(6)
for postage on mailings that did not comply with the applicable preparation
or other eligibility requirements for second-class mail.

423.455  Denying an Application.
If the general manager denies an application for original entry, the
general manager must notify the publisher specifying the reasons for the
denial.  The denial becomes effective 15 days from receipt of the notice by
the publisher, unless an appeal is filed through the general manager with the
Director, Office of Classification and Rates Administration, USPS
Headquarters.  If the Director upholds the denial, the publisher must be so
notified.  The denial becomes effective within 15 days of receipt of the
notice of denial, unless an appeal is filed with the U.S. Postal Service
Recorder according to 39 CFR 954, Rules of Practice in Proceedings
Relative to the Denial, Suspension, or Revocation of Second-Class Mail
Privileges.  A copy of the rules must be included with any notice of
denial.

423.46  Revocation or Suspension of Second-Class Privileges

423.461  Discontinued Eligibility.
The Postal Service must revoke the entry of a publication as second-class
mail whenever it finds, after a hearing, that the publication is no longer
entitled to be entered as second-class mail.

423.462  Initial Determination and Appeal.
The general manager, rates and classification center, serving the post
office of the known office of publication makes the initial determination
concerning the suspension or revocation of a second-class entry subject to an
appeal and hearing at the request of the publisher.  The general manager may
ask a publisher from time to time to submit information bearing on the
publisher's right to retain a second-class entry for the publication.  When
the general manager determines that a publication is no longer entitled to
second-class entry, he issues a ruling of suspension or revocation to the
publisher at the last known address of the office of publication, stating the
reasons for this ruling.  The ruling becomes effective 15 days from receipt of
the notice by the publisher, unless an appeal is filed with the Director,
Office of Classification and Rates Administration, USPS Headquarters.  If the
Director upholds the ruling, the ruling becomes effective 15 days from its
receipt by the publisher, unless an appeal is filed with the U.S. Postal
Service Recorder according to 39 CFR 954, Rules of Practice in Proceedings
Relative to the Denial, Suspension, or Revocation of Second-Class Mail
Privileges.  A copy of the rules must be included with any notice of
denial.

423.463  Procedures.
A copy of the procedures governing administrative appeals and hearings
relative to the denial, suspension, or revocation of second-class entry may be
obtained from the rates and classification center.

423.5  Foreign Publications

423.51  Eligibility.
Foreign newspapers and other periodicals that have the same general
character as domestic publications entered as second-class mail may be granted
second-class mail privileges.  The publishers or their agents may apply for
transmission of these publications through the mail at the same second-class
rates as those published in the United States.  Review of such applications is
based only on United States circulation.  This section does not authorize the
transmission through the mail of a publication that violates a copyright
granted by the United States.  The known office of publication can be the
office of the publisher's agent (see 422.3).

423.52  How to Apply for Second-Class Privileges

News agents are persons or concerns selling two or more second-class
publications published by more than one publisher.  News agents must be
authorized by the Postal Service before they may mail second-class
publications at the second-class rates.

423.612  Remailing Without Payment of Postage Prohibited.
A news agent may not remove packages of copies from a post office, write an
address on each copy, and return them to the office for dispatch or delivery
without paying additional postage.

423.613  Copies Subject to the Regular Rates.
Unsold copies returned to the publishers or other news agents, or copies
sent to other news agents for purposes other than sale, or to persons not
having subscriptions with news agents, are subject to the regular rates in
411.2.

423.614  Return of Portions of Unsold Publications.
Portions of publications that are returned to publishers to show that
copies have not been sold are subject to postage at thirdor fourth-class
rates, according to weight.

423.65  Revocation or Suspension of Second-Class Privileges

423.651  Discontinued Eligibility.
The Postal Service must revoke the news agent authorization whenever it
finds that the news agent is no longer entitled to be authorized.

424  Additional Eligibility Requirements for Specific Rates

424.1 Special Nonprofit Rate

424.11 Authorization.
Only publications (other than requester publications) that meet the
requirements of 424.12 or 424.14 and that have received
specific authorization from the Postal Service may be mailed at the special
nonprofit rates in 411.33.  (See application procedure in
424.15.)  A publication must be both granted second-class entry and
issued a special rate authorization before it may be mailed at the special
nonprofit rates.

424.12 Publications of Qualified Nonprofit Organizations

424.121 Types of Organizations.
A publication issued by and in the interest of one of the following types
of organizations (see definitions in 424.13) qualifies for the
special nonprofit rates, if the organization is not organized for profit and
none of its net income inures to the benefit of any private stockholder or
individual:

a.
Religious

b.
Educational

c.
Scientific

d.
Philanthropic

e.
Agricultural

f.
Labor

g.
Veterans'

h.
Fraternal

424.122 Primary Purpose.
The standard of "primary purpose" used in the definitions of qualified
nonprofit organizations in 424.13 requires that the organization be
both organized and operated for the primary purpose.  Organizations which
incidentally engage in qualifying activities do not meet the primary-purpose
test.

424.13 Definitions of Eligible Nonprofit Organizations

424.131 Religious.
A nonprofit organization whose primary purpose is one of the following:

a.
To conduct religious worship (for example, churches, synagogues, temples,
or mosques).

b.
To support the religious activities of nonprofit organizations whose
primary purpose is to conduct religious worship.

c.
To further the teaching of particular religious faiths or tenets, including
religious instruction and the dissemination of religious information.

424.132 Educational.
A nonprofit organization whose primary purpose is the instruction or
training of individuals for the purpose of improving or developing their
capabilities or the instruction of the public on subjects beneficial to the
community.

a.
An organization may be educational even though it advocates a particular
position or viewpoint, as long as it presents a sufficiently full and fair
exposition of the pertinent facts to permit an individual or the public to
form an independent opinion or conclusion.  Conversely, an organization is not
considered educational if its principal function is the mere presentation of
unsupported opinion.

b.
The following are examples of educational organizations:

(1)
Any organization (such as a primary or secondary school, a college, or
professional or trade school) which has a regularly scheduled curriculum, a
regular faculty, and a regularly enrolled body of students in attendance at a
place where educational activities are regularly carried on.

(2)
Any organization whose activities consist of presenting public discussion
groups, forums, panels, lectures, or similar programs.  Such programs may be
on radio or television.

(3)
Any organization which presents a course of instruction by means of
correspondence or through the use of television or radio.

(4)
Museums, zoos, planetariums, symphony orchestras, and similar organizations.

424.133 Scientific.
A nonprofit organization whose primary purpose is one of the following:

a.
To conduct research in the applied, pure, or natural sciences.

b.
To disseminate technical information dealing with the applied, pure, or
natural sciences.

424.134 Philanthropic (Charitable).
A nonprofit organization organized and operated for purposes beneficial to
the public.

a.
Examples of philanthropic organizations include those which are organized to

(1)
relieve the poor and distressed or the underprivileged;

(2)
advance religion;

(3)
advance education or science;

(4)
erect or maintain public buildings, monuments, or works;

(5)
lessen the burdens of Government; or

(6)
Promote social welfare for any of the above purposes or to lessen
neighborhood tensions; to eliminate prejudice and discrimination; to defend
human and civil rights secured by law; or to combat community deterioration
and juvenile delinquency.

b.
The fact that an organization that is organized and operated to relieve
indigent persons may receive voluntary contributions from those persons does
not necessarily make it ineligible for special nonprofit rates as a
philanthropic organization.  The fact that an organization, in carrying out
its primary purpose, advocates social or civic changes or presents ideas on
controversial issues to influence public opinion and sentiment toward an
acceptance of its views, does not make it ineligible for special nonprofit
rates as a philanthropic organization.

424.135 Agricultural.
A nonprofit organization whose primary purpose is the betterment of the
conditions of those engaged in agricultural pursuits, improvement of the grade
of their products, and the development of a higher degree of efficiency in
agriculture.

a.
The organization may further and advance agricultural interests through any
of the following activities:

(1)
Educational activities.

(2)
Holding agricultural fairs.

(3)
Collecting and disseminating information concerning cultivation of the soil
and its fruits or the harvesting of marine resources.

(4)
Rearing, feeding, and managing livestock, poultry, bees, etc.

(5)
Other activities related to agricultural interest.

b.
The term "agricultural" also includes any nonprofit organization whose
primary purpose is collecting and disseminating information or materials
related to agricultural pursuits.

424.136 Labor.
A nonprofit organization whose primary purpose is the betterment of the
conditions of workers.

a.
Labor organizations include, but are not limited to, organizations in which
employees or workers participate whose primary purpose is to deal with
employers concerning grievances, labor disputes, wages, hours of employment,
working conditions, etc.

b.
Labor unions and employee associations are examples of organizations formed

424.137 Veterans'.
A nonprofit organization of veterans of the armed services of the United
States, or an auxiliary unit or society of, or a trust or foundation for, any
such post or organization.

424.138 Fraternal.
Fraternal organizations include such organizations as the Masons, Knights
of Columbus, Elks, and college fraternities or sororities, and may include
members of either or both sexes.  Fraternal organizations do not encompass
such organizations as business leagues, professional associations, civic
associations, or social clubs.  Such a nonprofit organization meets all the
following criteria:

a.
Has as its primary purpose the fostering of fellowship and mutual benefits
among its members.

b.
Is organized under a lodge or chapter system with a representative form of
government.

c.
Follows a ritualistic format.

d.
Is comprised of members who are elected to membership by vote of the
members.

424.14 Publications of Other Qualified Organizations.
The following publications (other than requester publications) qualify for
the special nonprofit rates, without regard to the nonprofit status of the
publishing organization:


a.
Publications issued by and in the interest of associations of rural
electric cooperatives.

b.
One publication of the official highway or development agency of the state
that meets all the requirements of 423.1 and contains no advertising
other than the publisher's own advertising.

c.
Program announcements or guides published by an educational radio or
television agency of a state or political subdivision thereof or by a
nonprofit educational radio or television station.

d.
One conservation publication published by an agency of a state which is
responsible for management and conservation of the fish or wildlife resources
of that state.

424.15  How to Apply for the Special Nonprofit Rates

424.151  General Application Procedures.
A publisher or organization eligible for the special rates as described in
424.1 may apply for permission to mail at the special rates listed in

the application for such privileges is approved by the general manager, rates
and classification center, serving the post office of the known office of
publication (see 422.3).  The postmaster may not accept mailings of
a publication at the special rates for which an application is pending until
written authorization is received from the general manager, rates and
classification center.  Postage at the regular second-class rate must be paid
while the special-rate application is pending.

424.162  Record of Postage Paid.
The postmaster must keep an accounting of the difference between the
regular rate postage paid and the applicable postage at the special rate for
which an application is pending.

424.163  Refund

a.
If an authorization for special second-class mail privileges is granted,
the postmaster of the original entry post office is instructed to issue a
refund to the publisher for copies mailed while the application was pending.
The amount of the refund is the difference between the postage paid at the
regular second-class rates and the postage that would have been paid at the
applicable special nonprofit second-class rates.  Refunds are granted only for
mailings made on or after the effective date of the authorization.

b.
No refund is made

If thirdor fourth-class postage is paid through an advance deposit
account, the postmaster must keep a record of such mailings on Form 3503.  No
record is kept on Form 3503 if postage is paid at First-Class rates or if
postage is not paid through an advance deposit account.

424.173  Refund

a.
If authorizations for second-class mail privileges and special nonprofit
privileges are granted simultaneously, the postmaster of the original entry
post office is instructed to issue a refund to the publisher for copies mailed
while the application was pending.  The amount of the refund is the difference
between the postage paid at the thirdor fourth-class rate and the postage
that would have been paid at the applicable special nonprofit second-class
rates.  Refunds are granted only for mailings made on or after the effective

424.2  Classroom Rate Publications

424.21  Eligibility.
The classroom rate applies only to religious, educational, or scientific
publications designed specifically for use in school classrooms or in
religious instruction classes.  The rate is not applicable for requester
publications.

424.22 How to Apply for Classroom Rate Authorization

424.221  General Application Procedures.
A publisher of a religious, educational, or scientific publication designed
for use in school classrooms or in religious instruction classes (as described
in 424.21) may apply to the postmaster for the classroom rate.  The
publisher must submit evidence that the publication qualifies for this rate.

subscribers residing in rural areas, the applicable rates in 411.35
may be paid.  All copies of the publication distributed by any means for any
purpose are considered in determining whether a publication meets the 70%
requirement.

424.32  How to Apply for Science-of-Agriculture Rates

424.321  General Application Procedures.
A publisher of a publication designed to promote the science of agriculture
may apply to the postmaster for the special zones 1 and 2 advertising rate
described in 411.352.  The publisher must submit evidence that the
publication qualifies for the science-of-agriculture rate.  The application or
the written request for science-of-agriculture rates must be filed by the
publisher at the post office where the publication has original second-class
entry.  The request may be filed jointly with the application for original
entry, filed separately at the office of original entry while the application
is pending, or filed separately at the office of original entry after a

424.4  Delivery Office Rates

424.41 Eligibility

424.411 General.
The delivery office rates apply only to publications that are available for
entry at the facility (post office, station, branch, etc.) where the carrier
cases mail for the carrier route serving the address on the mailpiece.  (For
purposes of this section, city carrier routes, rural routes, highway contract
routes, and general delivery and post office box sections are referred to
collectively as "carrier routes.")  The delivery office rates are the delivery
office zone pound rate (which applies to the pound rate postage) and the
delivery office zone piece discount (which is deducted from the piece rate
postage based on the number of addressed pieces claimed at the delivery office
zone pound rate).

424.412 Preparation.
Copies claimed at the delivery office rates must be eligible for and
claimed at a level C, I, or K rate (see 424.7 and 444 for
additional requirements, as applicable).  To be eligible for the delivery
office rates, the copy must be part of a properly prepared and labeled carrier
route package placed in a carrier route or 5-digit carrier routes sack, tray,
or pallet that is correctly labeled to the corresponding destination (see
444 for additional requirements).  Copies may be prepared in bundles
instead of sacks, or in packages on pallets, if authorized under
445.1, 445.2, or 445.3.

424.413 Volume

a.  Minimum Volume.
Except for requirements for the carrier route or walk-sequence rate that
apply to the mail, there is no additional minimum volume requirement for a
mailing claimed at delivery office rates.

b.  Maximum Volume.
Except as provided in 424.413c, the same mailer may not present
for verification and acceptance more than 4 destination rate mailings at the
same destination postal facility (or another acting as its agent) in any
24-hour period.  This limit may be waived if local conditions permit; mailers
may ask for such a waiver when scheduling deposit of the mailings (see
424.442).  There is no maximum for plant-verified drop shipments.

c.  Exception.
The requirements of 424.413b do not apply to mailings presented to
either the publication's authorized original entry post office or an
authorized additional entry serving the place where the copies were prepared
for mailing, if that entry post office is the destination postal facility at
which the destination rate copies must be deposited.

424.42 Authorized Entry.
Publications must have an authorized original or additional entry at each
post office where mail is deposited at the delivery office rates and only
copies authorized for entry at a post office may be claimed at these rates.
For post offices with stations or branches, the establishment of an original
or additional entry at the main post office allows deposit of delivery office
mailings at any station or branch of that post office.

424.43 Distribution Plan.
Entry of publications at the delivery office rates must be in accordance
with the distribution plan associated with the authorized post office of
entry.  Post offices must not accept copies not authorized entry at that post
office as described in the approved distribution plan.  See 426 for
more information about additional entry.

424.44 Mailing

424.441 Place of Deposit.
Publishers must deposit copies claimed at the delivery office rates at
locations and times specified by the entry office postmaster, or designee, or
by the division manager, logistics and distribution (see 424.442),
as applicable.  Copies are ineligible for the delivery office rates if not
deposited by the mailer at the destination delivery unit (see
424.411), regardless of circumstance.

424.442 Scheduled Deposit.
Mailers may schedule deposit of destination rate mailings at least 24 hours
in advance by contacting the manager, logistics and distribution, or designee,
at the field division office in whose service area the destination facility is
located.  Mailers must comply with the scheduled deposit time provided, which
is the earliest possible date.  Standing appointments for renewable 6-month
periods may be requested by written application to the manager, logistics and
distribution, at the field division office in whose service area the
destination facility is located.

424.443 Additional Information.
Additional information about scheduling and unloading requirements may be
obtained from the manager, logistics and distribution, or designee, at the
field division office in whose service area the destination facility is
located.

424.45 Copies for Other Destinations or at Other Rates

424.451 General.
A mailing that contains copies claimed at the delivery office rates may
include other copies claimed at other rates, provided the copies are
authorized for entry at the office of deposit as required by 424.42.

424.452 Authorization.
Any copies for other destinations that are presented at a delivery office
by the publisher may be included only as specified in the authorized
distribution plan for that entry post office (see 426.41).

424.453  Separation

a. Sacked Mailings.
When presented to the Postal Service for verification and for deposit and
acceptance, sacks containing delivery office rate copies must be separated
from other sacks in the same mailing or other mailings.  Any effective method
of separation may be used.

b. Palletized Mailings.
When presented to the Postal Service for verification and for deposit and
acceptance, pallets containing delivery office rate copies must be separated
from other pallets in the same mailing or other mailings.  An individual
pallet may contain copies claimed at delivery office rates and copies claimed
at other rates (e.g., delivery office rates and SCF rates), provided the
copies claimed at delivery office rates are placed on the top of the pallet
and are physically separated from the other copies.  Any effective method of
separation (e.g., a slipsheet) may be used (see 445.242 and
445.243d).

424.46 CPP Publications.
Publications authorized to use Centralized Postage Payment (CPP) procedures
must also meet the requirements of 464 and the terms of their CPP
authorization.

424.47 Documentation.
Publishers who prepare mailings claimed at the delivery office rates must
substantiate compliance with the requirements in 424.41.  If the
carrier route rate (level C1/I1/K1) is claimed, the publisher must indicate
the number of copies and the number of addressed pieces for each carrier
route.  This may be accomplished as provided in 424.84 or by
submission of separate documentation.  If a walk-sequence rate is claimed, the
publisher must provide the documentation required by 424.77.  See
465.26 for additional documentation requirements that apply to
plant-verified drop shipments.

424.5 ZIP+4 Rates

424.51 General.
The ZIP+4 rates, available only for letter-size second-class publications,
include a discount applied to each addressed piece prepared in accordance with
424.52 through 424.54 and the applicable level A or B
sortation requirements in 440.  A ZIP+4 rate (discount) is not
available for level C, I, and K rate pieces.

424.52 Automation Compatibility Requirements.
Each piece for which a ZIP+4 rate is claimed must be prepared as required
by 520 through 540 and must bear either the correct numeric
ZIP+4 code (see 530 and 540) or the correct numeric 5-digit
ZIP Code and ZIP+4 barcode.  Pieces that bear a ZIP+4 barcode must also meet
the requirements of 550.

424.53 Minimum Quantity

424.531 Per Mailing.
Although there is no specific minimum number of pieces required for a ZIP+4
rate second-class mailing, no less than 85% of the number of addressed pieces
in such a mailing must bear the correct ZIP+4 code (or ZIP+4 barcode) and meet
the applicable requirements of 520 through 550.  Each
remaining piece must bear the correct 5-digit ZIP Code for the delivery
address on the piece and must meet the applicable requirements in 520
through 550.

424.532  Per Package, Sack, and Tray.
Each package must contain a minimum of 6 addressed pieces.  Each package
must be placed in either a sack containing at least 4 packages or in a tray
that is at least 3/4 full when the contents are reasonably compressed.

424.54 Preparation

424.541 Presort.
All pieces in a ZIP+4 rate mailing must be presorted together as required
by 441 or 443 for the presort level claimed.

424.542 Packaging, Sacking, and Traying.
ZIP+4 rate mailings must be packaged, sacked, and trayed as required by
447.

424.543 Rate Eligibility

a.  General Rule.
Subject to the requirements of 424.532, pieces presorted under
441 are eligible for the level A/G/J1 or level A/G/J1 ZIP+4 rate, as
applicable; those presorted under 443 are eligible for the level
B/H/J3/J5 or level B/H/J3/J5 ZIP+4 rate, as applicable.

b.  Optional Sortation to Automated Sites.
Subject to the requirements of 424.532, publishers may prepare
mailings at the level B3/H3/J3 ZIP+4 rate without making 5-digit packages or
sacks when all pieces in the mailing are for destinations within the 3-digit
ZIP Code ranges listed in Exhibit 122.63m, and pieces destinating in
other ZIP Code areas are prepared as a separate mailing.  Pieces prepared
under this optional sortation must be presorted in unique 3-digit, SCF, AADC
and Mixed AADC packages which are correctly sorted in unique 3-digit, SCF,
AADC, and Mixed AADC sacks or trays to the destinations listed in Exhibit
122.63m through Exhibit 122.63o.  Mixed AADC packages and trays
may have fewer pieces or packages than prescribed in 424.532.
Pieces in SCF, AADC, and mixed AADC packages and sacks, or packages and
trays, are not eligible for the level B3/H3/J3 rates and must be claimed at
the level A/G/J1 rates.

c.  Address Block Barcoded Pieces.
Pieces bearing address block barcodes meeting the specifications in Chapter
5 are eligible for ZIP+4 rates.

424.6 ZIP+4 Barcoded Rates

424.61 General.
The ZIP+4 Barcoded rates, available only for letter-size second-class
publications, include a discount applied to each addressed piece prepared in
accordance with 424.62 through 424.64 and the applicable
level A/G/J or B/H sortation requirements in 440.  A ZIP+4 Barcoded
rate (discount) is not available for level C, I, and K rate pieces.

424.62 Automation Compatibility Requirements.
Each piece for which a ZIP+4 Barcoded rate is claimed must meet the
physical requirements in 520 and must bear a ZIP+4 barcode prepared
as required by 530 and 550.

424.63 Minimum Quantity

424.631 Per Mailing.
Although there is no specific minimum number of pieces required for a ZIP+4
Barcoded rate second-class mailing, no less than 85% of the number of
addressed pieces in such a mailing must bear the correct ZIP+4 barcode and
meet the requirements of 520, 530, and 550.
Each remaining piece must bear the correct ZIP+4 code or 5-digit ZIP Code for
the delivery address on the piece and must meet the applicable requirements in
520 through 550.

424.632  Per Package, Sack, and Tray.
Each package must contain a minimum of 6 addressed pieces.  Each package
must be placed in either a sack containing at least 4 packages or a tray that
is at least 3/4 full when the contents are reasonably compressed.

424.64 Preparation

424.641 Presort.
All pieces in a ZIP+4 Barcoded rate mailing must be presorted together as
required by 441 or 443 for the presort level claimed.

424.642 Packaging, Sacking, and Traying.
ZIP+4 Barcoded rate mailings must be packaged, sacked, and trayed as
required by 447.

424.643 Rate Eligibility

a.  Level A/G/J1.
Subject to the requirements of 424.632, pieces presorted under
441 are eligible for either the level A/G/J1 or level A/G/J1 ZIP+4
Barcoded rate, as applicable.

b.  Level B/H/J5.
Subject to the requirements of 424.632, pieces presorted under
443 are eligible for either

(1)
the level B3/H3/J3 or level B3/H3/J3 ZIP+4 Barcoded rate, as applicable, if
in an optional city or unique 3-digit package that is correctly sorted to an
optional city or unique 3-digit sack; or

(2)
the level B5/H5/J5 or level B5/H5/J5 ZIP+4 Barcoded rate, as applicable, if
in a 5-digit package that is correctly sorted to a 5-digit, optional city, or
unique 3-digit sack.

c.  Optional Sortation to Automated Sites.
Subject to the requirements of 424.632 and 447,
publishers may prepare mailings at the level B3/H3/J3 ZIP+4 Barcoded rate
without making 5-digit packages or sacks when all pieces in the mailing are
for destinations within the 3-digit ZIP Code ranges listed in Exhibit
122.63m, and pieces destinating in other ZIP Code areas are prepared as a
separate mailing.  Pieces prepared under this optional sortation must be
presorted in unique 3-digit, SCF, AADC and Mixed AADC packages which are
correctly sorted in unique 3-digit, SCF, AADC, and Mixed AADC sacks or trays
to the destinations listed in Exhibit 122.63m through Exhibit
122.63o.  Mixed AADC packages and trays may have fewer pieces or packages
than prescribed in 424.632.  Pieces in SCF, AADC, and mixed AADC
packages and sacks, or packages and trays, are not eligible for the level
B3/H3/J3 rates and must be claimed at the level A/G/J1 rates.

d. Address Block Barcoded Pieces.
Pieces bearing address block barcodes meeting the specifications in Chapter
5 are eligible for ZIP+4 Barcoded rates.

424.7 Walk-Sequence Rates

424.71 General

424.711 Eligibility.
The walk-sequence rates (125-piece and saturation) each include a discount
applied to each eligible walk-sequenced addressed mailpiece in a carrier route
mailing prepared as required by 424.71 through 424.78 (see
444 for additional requirements).  (For purposes of this section,
city carrier routes, rural routes, highway contract routes, and general
delivery and post office box sections are referred to collectively as "carrier
routes" unless specifically stated.)  Pieces prepared using simplified address
must meet the requirements in 122.41.
