711.15 Bulk Parcel Post Rates.
The rate applicable to each piece in a bulk parcel post rate mailing is the
single-piece rate (see Exhibit 711.11 through Exhibit
711.13) or destination BMC rate (see Exhibit 711.14) for that
zone for an item equal to the average weight per piece for all parcels in the
mailing to that zone, rounded up to the next whole pound.

711.2  Bound Printed Matter Rates

711.21  Qualification.
Pieces paid at the bound printed matter rates must meet the requirements of
721.1 and 723.  Pieces paid at the bulk bound printed

711.24   Individually Metered Pieces - Bulk Bound Printed Matter Rates.
(See Exhibit 711.24.)  If the applicable piece rate is affixed to
each piece, pieces of nonidentical weight may be mailed at the applicable bulk
rates if the mailing meets all applicable bulk-rate requirements.  To compute
the postage at the basic or carrier route bulk bound printed matter rate for
individual pieces to be paid by postage meter, multiply the weight of the
piece by the applicable per-pound charge, add the applicable per-piece charge,
and round the sum upward to the next tenth of a cent (or next whole cent if
the meter being used cannot print fractional amounts).  The per-pound postage
for each piece cannot be less than the 1-pound rate for that zone.
Exhibit 711.24 illustrates the computed postage amounts for selected
weight increments; the correct postage for pieces of other weights must be
computed as described above.

711.6 Zoned Rates

711.61 General.
Zone-rated fourth-class mail (e.g., parcel post and bound printed matter)
must be mailed at the post office from which the zone rate postage was
computed, except as provided in 711.62 and 711.63.

711.62 Redirected Mailings

711.621 General Conditions.
Mailers who present large volumes of zone-rated fourth-class mail may be
allowed or directed to deposit such mailings at another postal facility when
processing or logistic reasons make such an alternative desirable for the
Postal Service, provided both the original post office of mailing and the
alternative facility to which the mailing is redirected use the same zone
chart for computing zone-rated postage, based on the 3-digit prefix of their
ZIP Codes.

711.622 Recomputation of Postage.
Postage must be recomputed on pieces in mailings redirected to a postal
facility that uses a different zone chart for computing zone-rated postage.

711.623 Local Zone.
Eligibility for the local zone rate is described in 122.71a.
Postage for pieces in redirected mailings that were claimed at the local zone
rates must be recomputed at the applicable zone rate for the post office to
which the mailing was redirected.  Postage may also be recomputed for other
pieces which were ineligible for the local zone rates but which may become
eligible at the post office to which the mailing was redirected.

711.624 Postage Payment.
Use of postage meters or permit imprint advance deposit accounts for
redirected mailings must be as provided in 144 and 145,
respectively.



711.63 Use of BMC Acceptance.
Mailers may present zone-rated fourth-class mail (parcel post and bound
printed matter) at a BMC for acceptance subject to the following conditions:

a.
Metered postage is paid by a postage meter licensed at the BMC parent post
office (see Exhibit 722.44), except as provided in 144.8,
711.62, and 784.

b.
Except as provided in 784, postage paid by permit imprint is
through an advance deposit account at the BMC parent post office (see
Exhibit 722.44) or another post office in the BMC service area as
provided in 711.62.

c.
The BMC accepts the mailing based on an approved Form 4410.  Form 4410 is
completed and submitted by the entry post office.

d.
Postage for the mail is computed (zoned) from the BMC parent post office
3-digit ZIP Code prefix.

e.
Mailings not presented under 144.8, 711.62, and
711.63a through 711.63d may not be presented for BMC
acceptance.

712  Fees

712.1  Special Fourth-Class Presort Mailing Fee.
The special fourth-class presort mailing fee is $75 for each 12-month
period (see 742).

712.2  Address Correction Fee

712.21 Manual Correction.
The fee for manual address correction service is $0.35 per notice issued.

712.22 Automated Correction.
The fee for automated address correction service (see 793.2) is
$0.20 per notice issued.

712.3  Destination BMC Rate Mailing Fee.
The fee for mailing at the destination BMC parcel post rates is $75 and
must be paid once each 12-month period at each facility where destination BMC
rate mail is deposited, except as provided in 784.24.

712.4  Pickup Service Fee.
A fee of $4.50 must be paid by the mailer every time pickup service is
provided, regardless of the quantity picked up.

720 Classification

721 General Provisions Applicable to All Fourth-Class Mail

721.1 Description.
Fourth-class mail consists of mailable matter (see 123,
124, and 127) that is

a.
not mailed or required to be mailed as First-Class Mail;

b.
sixteen ounces or more in weight (except special or library rate
fourth-class); and

c.
not entered as second-class mail (except as provided in 411.422,
411.5, 423.614, 428.1, 428.3,
428.48, and 452).

721.2 Additions and Enclosures.
Markings and enclosures having the character of personal correspondence
require, with certain exceptions, that the additional postage be paid at the
First-Class rates (see 310).  Only the following written additions
and enclosures do not require additional First-Class postage when they are
placed in or on a parcel mailed at fourth-class rates:

a.
The sender's and the addressee's names, occupations, and addresses,
preceded by the word "from" or "to" and directions for transmission, delivery,
forwarding, or return.

b.
Marks (other than by written or printed words) to call attention to words
or passages in the text.

c.
Corrections of typographical errors in the body of circulars or printed
matter by handwritten or typewritten changes or additions.

d.
Corrections of proofsheets, including corrections of typographical and
other errors, changes in the text, insertion of new text, marginal
instructions to the printer, and rewrites of parts.  Corrections should be in
margins or attached to the manuscript.


e.
A simple manuscript dedication or inscription which does not have the
nature of personal correspondence, on the blank leaves or cover of a book or
other printed matter.

f.
Matter mailable as third-class mail printed on the wrapper, envelope, tag,
or label.

g.

Description of articles enclosed, including price, tax, style, stock
number, size, and quality and, if defective, nature of defect.

Order or file number, date of order, date and manner of shipment, shipping
weight, and postage paid.

Initials or name of packer or checker.

Instructions and directions for the use of the item mailed, in writing or
otherwise, as an enclosure, attachment, or endorsement.

Incidental First-Class enclosures and attachments are allowed under the
provisions of 136.4.

721.3 Combined Mailings of Thirdand Fourth-Class Machinable Parcels

721.31 Definition.
A combined mailing consists of third-class machinable parcels and
fourth-class machinable parcels (see 128.4) merged and presorted
together in sacks or on pallets to achieve the finest level of presort.

721.32 Rate Category.
Each parcel in a combined mailing is subject to the thirdor fourth-class
rate applicable to that piece.

721.33 Method of Postage Payment.
Postage for all pieces must be paid under the permit imprint system.
Mailings must be verified and accepted under one of the following postage
payment systems: Manifest Mailing System (see 145.7), Optional
Procedure (see 145.8), or Alternate Mailing System (see
145.9).  The applicable agreement must include procedures for
combined mailings that have been approved by the general manager, RCC.
Postage in combined mailings must be paid at the post office serving the
mailer's plant.  Mail must be verified and accepted under an authorized plant
load agreement (see 154) or verified and cleared for dispatch under
an authorized plant-verified drop shipment postage payment system (see
664 and 784).

721.34 Sortation and Preparation Requirements.
A combined mailing must be sorted to the finest level and prepared as
required in 641.232 (for sacked mailings) or 644.3 (for
palletized mailings).  The mailing must meet all other requirements, including
documentation for the presort rate claimed.

721.35 Documentation Requirements.
At the time of mailing, the mailer must provide a computer-generated
summary listing that describes in ZIP Code sequence the contents of each sack
or pallet.  Listed items must be numbered identically to the corresponding
sacks or pallets.  The mailer must retain, for possible postal inspection, a
copy of the individual detailed summary lists for 90 days after the dispatch
of the mailing.  Magnetic storage media may be used instead of hardcopy
printouts of the individual detailed summary lists, if approved as part of the
initial Postal Service authorization.  At a minimum, the listing must include:

a.
Name of the mailer preparing the combined mailing, the mailer's location
(address) and the entry post office.

b.
Detailed list by ZIP Code showing the number of pieces by class of mail and
qualifying rate.

c.
Detailed list by owner of each individual mailpiece showing the total
number of pieces by ZIP Code.

d.
Totals for the number of pieces by class of mail, and, within each, by rate
category.

721.36 Mailing Statement.
One mailing statement must be prepared under 781 or 782
for each type of fourth-class mail in the mailing, and a separate mailing
statement must be prepared under 662 for all third-class pieces in
the same mailing.  All the required mailing statements must be submitted at
the time of mailing.

721.37 Request for Authorization

721.371 General.
A mailer who wants to present combined mailings must submit a written
request to the general manager of the RCC serving the post office where the
mailer is located.  The request must show all the following information:

a.
Name of mailer preparing the mailing.

b.
Address of plant location (and mailing office, if different).

c.
Names of products, publications, or mailpieces to make up the combined
mailing.

d.
Names of owners of the mail to be presented in the mailing.

e.
Authorization to mail under a postage mailing system.

f.
Expected date of first mailing.

g.
Sample of the required computer-generated listings described in
623.645 and 721.35.

721.372 Scope of Authorization.
A separate written request must be made for each group of mailpieces to be
prepared under the combined thirdand fourth-class machinable parcel mailing
procedures.  A mailer is not authorized automatically to combine every
thirdand fourth-class machinable parcel mailing that could be prepared.  An
authorization is valid only for a specifically named group of items to be
combined.  However, if documentation for more than one mailer is derived from
the same computer software program, and each mailer usually mails at regular
intervals, requests for more than one mailing group may be submitted as part
of the same authorization request.  In such cases, the name of each mailer,
frequency of mailing, type of product, and combination must be listed as part
of the request.

721.38 Termination of Authorization

a.
An authorization to combine thirdand fourth-class machinable parcel mail
expires concurrently with the applicable postage payment system authorization
and may not exceed 2 years.  Renewal requests should be made simultaneously
with the postage payment system authorization renewal and must be submitted
within 60 days of the expiration date.

b.
A mailer may terminate an authorization at any time by written notice to
the Postal Service.

c.
The Postal Service may terminate an authorization upon finding that the
mailer cannot comply with the requirements in this section.  A written notice
is sent to the mailer stating the reasons for termination.

722 What May be Mailed at Parcel Post Rates

722.1 Description.
Any fourth-class matter may be mailed at parcel post rates (see
711.1).  The parcel post rates are based on zones, as described in
122.7, and on whether a parcel is mailed and delivered within a BMC
or ASF service area (see Exhibit 722.1).  Listings in bold type
reflect changes since the previous issue of the DMM.

722.2 Bulk Parcel Post

722.21 General Requirements.

722.211  Volume.
Bulk parcel post rates apply to mailings of at least 300 pieces or 2,000
pounds of pieces.

722.212 Eligibility.
Each piece in a bulk parcel post rate mailing must be of identical weight
but need not be of identical size or content.  Mailing of nonidentical-weight
pieces at the bulk parcel post rates must be authorized by the rates and
classification center serving the post office of mailing in accordance with
145.7, 145.8, or 145.9.

722.213 Exclusion.
The bulk fourth-class parcel post rates are not available for pieces that
weigh less than 15 pounds and measure more than 84 inches in length and girth
combined.  Such pieces do not count toward the 300-piece or 2,000-pound
minimum volume.

722.22 Special Services.
Insurance, special delivery, special handling, and COD services may be used
on mailings sent at bulk fourth-class zone rates.  However, special services
may not be used selectively for individual parcels mailed at these rates.
Special services may be used selectively in conjunction with postage payment
verification systems approved under the conditions stated in 722.21.

722.3 Enclosures.
In addition to the enclosures and additions listed in 721.2,
items mailed at the parcel post rates may contain any printed matter mailable
as third-class.

722.4  Destination Bulk Mail Center (DBMC) Entry Rate

722.41 General

722.411 Definition.
For purposes of this section, the term "destination bulk mail center
(DBMC)" includes all bulk mail centers (BMCs),  auxiliary service facilities
(ASFs) (see Exhibit 722.411), and designated sectional center
facilities (SCFs) as provided in 722.45.  A DBMC rate parcel mailing
is a parcel post mailing that meets the volume requirements in
722.414 and includes pieces eligible for and claimed at the
destination BMC rate as required by 722.412a through
722.412e.

722.412 Eligibility.
A mailpiece that meets the applicable requirements of 722.41
through 722.45 is eligible for the DBMC rate when

a.
it is part of a single mailing of 50 or more pieces that are each eligible
for and claimed at any of the parcel post rates in Exhibit 711.11,
Exhibit 711.12, Exhibit 711.13, or Exhibit
711.14;

b.
the mailing in which the DBMC rate piece is included is deposited at a DMBC
as defined in 722.411, or at a designated SCF as provided in
722.45;

c.
it is addressed for delivery within the entry facility's service area (ZIP
Code range) as described in Exhibit 722.411 or 722.45, as
applicable;

d.
all pieces in the mailing are prepared as bedloaded parcels or in
containers as required by 722.42 and 722.45.  (DBMC rate
mailings deposited at designated SCFs under 722.45 must meet all
requirements in 722.45);

e.
the piece is mailed for delivery within the ZIP Code areas shown in
Exhibit 722.411.

722.413 Payment of Postage and Fees

a.  Methods.
The correct postage for mail eligible for the DBMC rate must be affixed to
each piece by meter stamps or paid through an advance deposit account having
sufficient funds on deposit at the time of mailing.  An authorized mailing
system as described in 145.7, 145.8, or 145.9
must be used for permit imprint mailings of nonidentical weight pieces or of
bedloaded parcels presented under 722.421.  While funds intended to
pay postage through an advance deposit account may be presented with the
corresponding mailing, that mailing is not accepted if the resulting balance
is not adequate to cover the applicable total postage as verified by the
Postal Service.

b. Place of Payment.
Except for plant-verified drop shipments (see 784), the mailer
must have a meter license or permit imprint authorization at the DBMC parent
post office (see Exhibit 722.44) for mailings deposited for entry at
the DBMC or at the ASF or designated SCF (722.45) post office of
deposit.  Metered mail may be deposited at a post office other than the
licensing post office only as provided by 144.8 and 784.

c.  Agency.
For acceptance of DBMC entry rate mailings, the BMC may not act as agent
for any post office other than its parent post office (see Exhibit
722.44).  In addition, for each mailer depositing DBMC entry rate mail,
the BMC must be authorized to act as agent for that post office by completion
and approval of Form 4410.  Form 4410 is completed and submitted by the parent
post office.

d. Annual Fee.
Except for plant-verified drop shipment mailings (see 784), the
applicable bulk mailing fee (see 712.3) must be paid for the current
12-month period at the BMC parent post office, ASF, or designated SCF (see
722.45) where mailings are deposited.

Note:  Under the plant-verified drop shipment postage payment system,
only one annual fee is required to be paid for mailings deposited at multiple
destination entry post offices.  The fee is paid to the post office where
postage is paid.

e.  Centralized Postage Payment (CPP) System.
Mailings paid under CPP procedures must also meet the applicable CPP
requirements.

f.  Plant-Verified Drop Shipment.
See 784 and 785 for additional information about
plant-verified drop shipment.

722.414 Volume

a. Minimum DBMC Volume.
Each mailing that includes one or more DBMC rate pieces (see
722.412) must contain at least 50 addressed pieces that are each
eligible for and claimed at any of the parcel post rates in Exhibit
711.11, Exhibit 711.12, Exhibit 711.13, or
Exhibit 711.14.

b.  Maximum Volume.
Except as provided in 722.414c, the same mailer may not present
for verification and acceptance more than 4 DBMC rate mailings at the same
destination postal facility (or another acting as its agent) in any 24-hour
period.  This limit may be waived if local conditions permit; mailers may ask
for such a waiver when scheduling deposit of the mailings (see
722.432b).  There is no maximum for plant-verified drop shipments.

c. Exception for Local Mailers.
The requirements of 722.414b do not apply when a mailer deposits
mailings for verification and acceptance at the local post office serving the
facility where the pieces are prepared for mailing, provided the mailings are
not verified under a plant load authorization or a plant-verified drop
shipment postage payment system authorization.  Under this exception, the
mailer may claim the DBMC rates for mailings or portions of such mailings that
are deposited at the local post office if the local post office is the DBMC as
defined in 722.411 or 722.45.

722.415 Plant-Loaded Mailings.
Plant-loaded mailings (see 154) are not eligible for the DBMC
rate.

722.42 Preparation

722.421 Bedloaded Parcels.
Mailers may present bedloaded parcels if, within a DBMC rate mailing (see
722.412) that is for deposit at a DBMC facility (see
722.411), the pieces for delivery within the DBMC service area
represent one-fourth or more of a single 40-foot or equivalent vehicle, and,
if applicable, mail to be entered at different destinations is separated by a
barrier that prevents mixing of mailings for deposit at different
destinations.  The mailer is responsible for vehicle unloading, although
postal personnel may assist in removing palletized parcels (where necessary)
if equipment is available.  Postage for bedloaded mailings must be paid as
described in 722.413.  Documentation must be presented as required
by 722.433.

722.422  Containers

a.  General.
Mailers whose shipments do not meet the requirements for bedloading in
722.421 must prepare the parcels in one of the methods described in
722.422b through 722.422d.

b.  Machinable Parcels.
Machinable parcels for which the DBMC rate is claimed must be placed in
sacks unless use of pallets or other containers has been authorized in
advance.  Sacks must be prepared as required by 767.3; pallets and
equivalent containers must be prepared as required by 767.62.

c.  Nonmachinable Parcels.
Nonmachinable parcels each weighing 35 pounds or less for which the DBMC
rate is claimed must be sacked as required by 767.22, provided the
parcels do not contain perishables and the size of the parcels allows a sack
to contain at least two pieces.  Parcels that cannot be sacked in this manner
or that weigh more than 35 pounds must be transported as outside (unsacked)
pieces.  If authorized in advance by the Postal Service, nonmachinable parcels
may be palletized.

d.  BMC Containers.
Mailers may use BMC over-the-road containers instead of sacks for DBMC
entry rate mailings if authorized by the BMC manager, and only for
transportation of machinable parcels.

722.423 Separation

a. By Zone.
Separation by zone, at the time mailings are presented to the post office
for verification of proper postage payment, is required only for permit
imprint mailings of identical-weight pieces that are not mailed using a
postage payment system established under 145.7, 145.8, or
145.9.

b. From Other Mailings.
Each DBMC rate mailing must be separated from other mailings when presented
for verification of proper postage payment.  DBMC rate mailings for deposit at
one destination postal facility must be separated from mailings for deposit at
other destination postal facilities when presented for verification at the
origin or at the destination post office (see 722.431) and when
deposited at entry post offices.  Mailings must be separated from any freight
that is transported on a single vehicle.

722.43 Mailing

722.431 Verification and Acceptance of DBMC Rate Mailings

a. General.
DBMC rate mailings must be presented to postal personnel for verification
by the detached mail unit (DMU) located at the mailer's plant or at the origin
post office bulk mail acceptance unit (BMAU) serving the mailer's plant under
an authorized plant-verified drop shipment postage payment system (see
784) or at the destination BMC (see 722.411 and
722.45).  Mailers must adhere to the scheduling requirements in
722.432 for DBMC rate mailings.

b. At Origin.
Destination rate mailings may be verified at the mailer's plant or at the
origin post office serving the mailer's plant (or another post office
designated by the field division general manager/postmaster serving the
mailer's plant), transported at the mailer's expense, and deposited for
acceptance as mail at the appropriate destination postal facility (see
722.411) as plant-verified drop shipments under 784.
Postage and any applicable fees (e.g., the DBMC annual fee) are paid to the
post office that verifies the mailings.  No fees are required to be paid for
or at the destination entry post offices.  Mailings verified and accepted as
plant load mailings, including mailings transported as expedited plant load
shipments (see 154.73), are not eligible for destination rates.  A
BMC bulk mail acceptance unit (BMAU) should not be designated as the office to
perform origin verification of DBMC rate drop shipments to be transported by a
mailer to other destination post offices for deposit and acceptance.

c. At Destination

(1) At a BMC.
If a mailer wants to present a mailing to a BMC for verification and
acceptance, that BMC must be authorized to act as agent for the parent post
office where the mailer's account or license is held (see 722.44).
To obtain authorization for BMC verification and acceptance of mailings, a
mailer must request the parent post office where the mailer's account or
license is held to submit Form 4410 to the BMC.

(2) At an ASF or SCF.
DBMC rate mailings deposited at ASFs and at designated SCFs (see
722.411) may be verified and accepted at the destination postal
facility where the mail is deposited.  (Also see the restrictions in
722.413.)

d. Security.
If a DBMC rate mailing is not accepted as mail by the Postal Service at the
time of verification, but instead is transported to destination on the
mailer's vehicle, the accepting post office must ensure that the mail is
secured in such a manner, and accompanied by appropriate documentation, as to
allow confirmation that the mailing as verified, accepted, and paid for has
not been altered in any way when deposited at the destination postal facility.
 Postal facilities must use USPS ball seals, USPS locks, or other postal
security devices that prevent access to the mail by other than authorized
postal employees.  Vehicles that make en route stops at postal facilities must
be resealed after the corresponding mail is removed.

Exception:  The requirement for affixing a Postal Service seal (or
equivalent security device) to a mailer's vehicle containing mailings verified
at one postal facility and transported by the mailer to another postal
facility for deposit and acceptance at destination rates is suspended
indefinitely.

Note:  A new numbered PVDS band seal is available from the Postal
Service.  The new PVDS seal may be used, at the request of a mailer, on the
mailer's vehicles containing plant-verified drop shipments.


722.432 Deposit of Mail

a.  General Requirement.
Each DBMC rate mailing must be deposited at the time and location specified
by the destination facility postmaster or designee, or by the division
manager, logistics and distribution (see 722.432b), as applicable.

b.  Scheduled Deposit.
Except as provided in 722.432d, mailers must schedule deposit of
destination rate mailings at least 24 hours in advance by contacting the
manager, logistics and distribution, or designee, at the field division office
in whose service area the destination facility is located.  Mailers must
comply with the scheduled deposit time, which is the earliest possible date.
Destination facilities may defer acceptance or deposit of unscheduled or
untimely mailings.  Standing appointments for renewable 6-month periods may be
requested by written application to the manager, logistics and distribution,
at the field division office in whose service area the destination facility is
located.  Mailers who request standing appointments must present comparable
mailings (in terms of product and volume) on a consistent frequency of no less
than once each month.

c.  Additional Information.
Additional information about scheduling and unloading requirements may be
obtained from the manager, logistics and distribution, or designee, at the
field division office in whose service area the destination facility is
located.

d.  Perishable Commodities.
Mailings of perishable commodities are exempt from the scheduling
requirements of 722.432b.

e. Exception for Local Mailers.
The scheduling requirements of 722.432b do not apply when a mailer
deposits mailings for verification and acceptance at the local post office
serving the facility where the mailpieces are prepared for mailing provided
the mailings are not verified under a plant load authorization or a
plant-verified drop shipment postage payment system authorization.  Under this
exception, the mailer may claim the DMBC rates for mailings or portions of
such mailings deposited at the local post office if the local post office is
the DBMC/ASF or designated SCF that meets the requirements in 722.411
or 722.45.

722.433 Documentation.

a.  Postage Affixed.
No documentation other than a mailing statement is required when the
correct postage is affixed to each piece.

b.  Permit Imprint.
Documentation required by a postage payment system established under
145.7, 145.8, or 145.9 satisfies the requirements
of 722.433, and no additional documentation, other than a mailing
statement, is required.  Mailings of identical weight pieces do not require
documentation (other than the mailing statement) if the pieces are separated
by zone.

c.  Plant-Verified Drop Shipments.
See 465.26 for additional documentation requirements that apply to
plant-verified drop shipments.

722.441 General.
Mailings at any zoned fourth-class rate (including DBMC entry rate) may be
accepted by the DBMC only as provided in 711.62 and 711.63.

722.442 Authorization.
Prior to mailing at the DBMC, authorization must be provided to the DBMC to
act as acceptance agent for the entry post office (i.e., for the post office
where the meter license, precanceled stamp permit, or permit imprint
authorization is held) by completion and approval of Form 4410.  Form 4410 is
completed and submitted by the entry post office.  Mailings cannot be entered
at a DBMC (whether the DBMC rate is claimed or not) without this
authorization.  Form 4410 is not required for plant-verified drop shipments.

722.45 Acceptance at Designated SCFs.
A mailing that is otherwise eligible for the DBMC rate may be deposited and
accepted at a sectional center facility (SCF) designated by the Postal Service
when:

a.
The mailing contains only machinable parcels prepared in 5-digit sacks,
pallets, or containers (see 722.422b and 722.422d) and
nonmachinable parcels prepared as specified in 722.422c.

b.
All DBMC rate parcels are for delivery within the service area of the SCF
at which they are deposited by the mailer and accepted by the Postal Service.

c.
Postage on all parcels deposited at the SCF is computed using the zone
chart for that postal facility (see 711.6).

d.
The marking required by 762.13 contains the correct information.

e.
The mailer has been directed to deposit the mailing at that SCF by the
manager, logistics and distribution, or designee, in whose division is located
the BMC or ASF at which the DBMC parcels would otherwise have to be deposited
as required by that rate.  The manager directs the mailer to deposit at a
designated SCF only when it is to the benefit of the the Postal Service.
722.5 Pickup Service

722.51 General.
Pickup service for parcel post is available from designated post offices,
subject to the conditions of this section.

722.52 Fee

722.521 General Terms.
The fee prescribed in 712.4 must be paid by the customer every
time pickup service is provided, regardless of the number of pieces picked up.
 Only one fee is charged if Express Mail or Priority Mail is picked up at the
same time.

722.522 Exception.
The fee is not charged when Express Mail, Priority Mail, or parcel post is
collected during a delivery stop or during a scheduled stop to collect mail
not subject to a pickup fee.

722.523 Method of Payment.
The fee must be paid by meter, precanceled, or adhesive stamps affixed to
section 1 of Form 5541; by federal agency number written in section 5 of Form
5541; or by check payable to the postmaster of the serving post office.

722.53 Postage.
The customer must affix the full required postage for each mailpiece picked
up.  If precanceled or meter stamps are used, the requirements in 143
and 144, respectively, must be met.  Pieces paid by permit imprint,
claimed at a bulk or presort rate, or claimed at the DBMC rate cannot be
mailed using pickup service.

722.54 Collection of Other Mail.
As a service to the customer, incidental amounts of other fully prepaid,
postage affixed, full-rate mail may be collected when pickup service is
provided for Express Mail, Priority Mail, or parcel post.  Presort, bulk, or
reduced rate mail and any mail paid by permit imprint must be deposited at the
serving postal facility.

722.55 On-Call Pickup Service.
On-call pickup service is not available for parcel post except in
conjunction with Express Mail (see 224.35) or Priority Mail (see
326.55).

722.56 Scheduled Pickup Service

722.561 When Available.
Scheduled pickup service may be requested during the regular business hours
of the serving postal facility.  Scheduled pickup service begins the next day
when service is available and continues until canceled by the customer.

722.562 Where Available.
Scheduled pickup service is available from post offices with city delivery
(see Publication 65, National Five-Digit ZIP Code and Post Office
Directory), and from other post offices where the mailer's address is
along the line of travel and within the regular time frame of a rural or
highway contract route.

722.563 Service Agreement.
Customers who desire scheduled pickup service must enter into a service
agreement with the Postal Service, specifying the time, place, day or date,
frequency of service, and approximate volume per pickup.  Form 5631 may be
adapted for this use.  Customers are charged the pickup fee for a scheduled
pickup, regardless of the volume collected.

722.564 Volume.
There are no limitations on the number of pieces that can be mailed using
pickup service.  However, the Postal Service reserves the right to defer
pickup or to make multiple pickups at no additional charge to the customer
when the volume to be picked up exceeds available vehicle capacity, and to
establish plant load service (see 154) where warranted by customer
volume.

722.565 Cancellation and Changes in Volume.
The customer must notify the serving post office at least 24 hours in
advance of a scheduled pickup if the pickup is to be canceled or if the volume
of mail to be picked up is more than 20% higher than the volume specified in
the service agreement.  Customers are not charged the pickup fee for a
scheduled pickup that is canceled as required.  Customers who do not notify
the serving post office of exceptional volume are charged the pickup fee for
each additional trip required.

722.566 Changes in Service

a. By Customer.
The customer may change scheduled pickup service (the service agreement),
effective 5 business days after the Postal Service receives the customer's
written notice to the serving post office.

b. By Postal Service.
The Postal Service may change scheduled pickup service (the service
agreement), effective 5 days after the customer receives written notice from
the serving post office.  The customer may appeal this notice as provided in
133 but must pay all pickup fees chargeable during the appeal period.

c. Disruptions in Service.
The Postal Service may suspend scheduled pickup service because of
exceptional or unsafe situations such as hazardous weather or road conditions,
facility emergencies on customer or postal premises, or unforeseen personnel
or vehicle shortages.

722.567 Termination of Service

a. By Customer.
The customer may terminate scheduled pickup service, effective 24 hours
after the Postal Service receives the customer's written notice at the serving
post office.  The customer is liable for fees for pickup service provided
prior to termination of service.

b. By Postal Service.
The Postal Service may terminate pickup service, effective 24 hours after
the customer receives written notice from the serving post office.
Termination must be based on the customer's failure to pay postage and fees or
to meet the requirements that apply to pickup service or parcel post.  The
customer may appeal this notice as provided in 133 but must pay all
pickup fees chargeable during the appeal period.

722.57 Preparation Requirements

722.571 Parcel Post Pieces.
Each piece of parcel post must meet the applicable eligibility and
preparation requirements in 722.1 and 760.  Customers must
also complete Form 5541 for the items receiving pickup service.

722.572 Refusal.
The Postal Service may refuse to pick up parcel post that is not prepared
according to this section.

723 What May be Mailed at Bound Printed Matter Rates

723.1 Description.
Bound printed matter is fourth-class matter which weighs at least 1 pound
and not more than 10 pounds, and which has the following characteristics:

a.
Consists of advertising, promotional, directory, or editorial material, or
any combination of these.

b.
Is securely bound by permanent fastenings such as staples, spiral binding,
glue, stitching, etc.  Looseleaf binders and similar fastenings are not
considered permanent.

c.
Consists of sheets of which at least 90% are imprinted by any process other
than handwriting or typewriting with letters, characters, figures, or images,
or any combination of these.

d.
Does not have the nature of personal correspondence.

e.
Is not stationery, such as pads of blank printed forms.


723.2 Bulk Bound Printed Matter

723.21  Requirements.

723.211 Bulk Bound Printed Matter Rate.
The bulk bound printed matter rate applies to mailings of 300 or more
pieces of bound printed matter.  Mailings at bulk bound printed matter rates
may  contain nonidentical-weight pieces only if postage is affixed to each
piece (see 711.24) or if the rates and classification center serving
the office of mailing has authorized payment of postage by permit imprint
under 145.7, 145.8, or 145.9.

723.22  Nonidentical Weight Pieces With Postage Affixed.
To determine the correct postage to be affixed to nonidentical weight
pieces paid at the bulk bound printed matter rates, see the instructions in
711.24.

723.23 Special Services.
Insurance, special delivery, special handling, and COD services may be used
on mailings sent at bulk fourth-class zone rates.  However, special services
may not be used selectively for individual parcels mailed at these rates.
Special services may be used selectively in conjunction with postage payment
verification systems approved under the conditions stated in 722.21.

723.3 Enclosures.
In addition to the enclosures and additions listed in 721.2,
items mailed at the bound printed matter rates may contain order forms, reply
envelopes and cards, and any printed matter which would be mailable as
third-class mail, including circulars and miscellaneous advertising.  Samples
of merchandise may be attached to the bound pages and to the loose enclosures.
 Samples of merchandise may be identified as "free gifts" where it is clear
that they are being offered to the addressee in a marketing effort to
encourage the sale of the gift products.  The marketing effort may also
promote the sale of bound printed matter.  Samples of merchandise must
comprise only an incidental portion of each bound printed matter mailpiece.

724 Special Fourth-Class Rates

724.1 General Description.
Only the following specifically described articles may be mailed at the
special fourth-class rates (see 711.3):

a.
Books, including books issued to supplement other books, of at least eight
printed pages, consisting wholly of reading matter or scholarly bibliography,
or reading matter with incidental blank spaces for notations and containing no
advertising matter other than incidental announcements of books.  Advertising
includes paid advertising and the publishers' own advertising in display,
classified, or editorial style.

b.
Sixteen-millimeter or narrower width films (which must be positive prints
in final form for viewing) and catalogs of such films of 24 pages or more (at
least 22 of which are printed).  Films and film catalogs sent to or from
commercial theaters do not qualify for the special fourth-class rate.

c.
Printed music whether in bound form or in sheet form.


d.
Printed objective test materials and their accessories used by or in behalf
of educational institutions to test ability, aptitude, achievement, interests,
and other mental and personal qualities with or without answers, test scores,
or identifying information recorded thereon in writing or by mark.

e.
Sound recordings and guides or scripts prepared solely for use with such
recordings.

Note:  Video recordings and player piano rolls are classified as sound
recordings.

f.
Playscripts and manuscripts for books, periodicals, and music.

g.
Printed educational reference charts, including but not limited to

(1)
mathematical tables,

(2)
botanical tables,

(3)
zoological tables, or

(4)
maps produced primarily for educational reference purposes.

h.
Looseleaf pages, and binders thereof, consisting of medical information for
distribution to doctors, hospitals, medical schools, and medical students.

i.
Computer-readable media containing prerecorded information and guides or
scripts prepared solely for use with such media.

724.2 Special Fourth-Class Presort Rates

724.21 Applicability.
The presort rates apply to special fourth-class rate matter presorted by
ZIP Codes, and mailed in minimum quantities (see 724.22) at a place
and time designated by the postmaster.  Marking, sack labeling, and container
labeling requirements are contained in 764.

724.22 Qualification for Presort Rates

724.221 General Requirements

a.
A mailing receives only one level of presort rate, under 724.222
or 724.223.  A mailer may, however, divide a mailing into two or
more mailings with separate mailing statements to use both levels of presort
rates.


b.
The size and content of each piece need not be identical.

c.
For purposes of the bulk special fourth-class rate schedule the following
definitions apply:

(1)
A "full sack" means at least eight pieces, or pieces of at least 1,000
cubic-inch volume or weighing at least 20 pounds.  However, no more than 70
pounds may be placed in any sack.

(2)
A "substantially full sack" means at least four pieces, or pieces of at
least 1,000 cubic-inch volume or weighing at least 20 pounds.  However, no
more than 70 pounds may be placed in any sack.

724.222 Level A

a.
To qualify as a presorted piece subject to the special fourth-class presort
level A rate (see 711.3) a piece must be one of a mailing of at
least 500 pieces receiving identical service, properly prepared and presented
in full sacks (see 724.221c(1)), destined for 5-digit ZIP Code
locations.

b.
Mailings of at least 500 nonmachinable outside parcels as described in
128 may qualify for presort level A, if they are made up to preserve
the 5-digit ZIP Code Presort as prescribed by the postmaster of the office of
mailing.  The postmaster may require notification up to 24 hours before the
mailing is presented.  The mailer must comply with the postmaster's
instructions on how to separate and present mailings of outside parcels. The
postmaster must coordinate such mailings and obtain procedures for separation
of parcels through the regional logistics office.

c.
Mailings prepared as palletized bundles must consist of at least one of the
following:  (1) at least eight pieces; (2) 1,000 cubic inches; or (3) at least
20 pounds of mail in every bundle to a 5-digit ZIP Code destination.
Individual bundles must not exceed 20 pounds.  If there is more than 20 pounds
of mail to a 5-digit destination, mailers are to prepare the minimum number of
bundles which do not exceed 20 pounds each.

724.223 Level B

a.
To qualify as a presorted piece subject to the special fourth-class presort
level B rate, a piece must be one of a mailing of at least 500 sackable pieces
receiving identical service, properly prepared and presented in full sacks or
substantially full sacks presorted to bulk mail centers (BMCs).

b.
Mailings of at least 500 nonmachinable outside parcels as described in
128 may qualify for presort level B, if they are made up to preserve
the BMC presort as prescribed by the postmaster of the office of mailing.  The
postmaster may require notification up to 24 hours before the mailing is
presented.  The mailer must comply with the postmaster's instructions on how
to separate and present mailings of outside parcels.  The postmaster must
coordinate such mailings and obtain procedures for separation of parcels
through the regional logistics office.


724.23 Nonqualifying Pieces.
Pieces which are not made up to 5-digit ZIP Codes or to BMC destinations as
specified in 724.22 are not considered presorted.  Pieces which are
not presented in "full" or "substantially full" sacks (see 724.221c)
do not qualify for the presort rate.  They must be presented for mailing under
a separate mailing statement if mailed under permit imprint.

724.24 Nonidentical Pieces

a.
When postage is paid by permit imprint, nonidentical pieces, including
those of different postage values, may be merged, presorted together, and
presented as a single mailing, if the mailer has demonstrated that adequate
records are maintained to enable the Postal Service to accurately verify and
audit such mailings, and the procedure has been specifically authorized by the
rates and classification center serving the post office of mailing in
accordance with 145.7, 145.8, or 145.9.

b.
When postage is paid by metered stamps or imprints for nonidentical weight
pieces, including those of different postage values, the pieces may be merged,
presorted together, and presented as a single mailing only if the appropriate
postage (per piece plus per pound) is affixed to each piece in the mailing.

724.3 Enclosures

724.31 Specific Items.
The specific enclosures and additions listed in 721.2 may be
included with any qualifying material mailed at the special fourth-class rates
in 711.3.

724.32 Loose Enclosures.
Any printed matter which would be mailable as third-class mail may be
included loose with any qualifying material mailed at the special fourth-class
rates in 711.3.

724.33 Bound Enclosures in Books

724.331 Envelopes.
Either one envelope or one addressed postcard may be bound into the pages
of a book mailed at the special rates in 711.3.  If also serving as
an order form, the envelope or card may be in addition to the order form
permitted by 724.332.

724.332 Order Forms.
One order form may be bound into the pages of a book mailed at the special
rates in 711.3.  If also serving as an envelope or postcard, the
order form may be in addition to the envelope or card permitted by
724.331.

724.333 Announcements of Books.
Books mailed at the special fourth-class rates in 711.3 may also
contain announcements of books appearing as book pages.  These announcements
of books must be incidental, and must be exclusively devoted to books.  They
may not contain extraneous advertising of book-related materials or services.

Exception:  Announcements may fully describe the conditions and
methods of ordering books (such as by membership in book clubs) and may
contain ordering instructions for use with a separate order form.
