
767.535 Physical Characteristics

a. General.
Whether provided by the Postal Service or the mailer, pallets that are used
in a palletized mailing must be constructed of high-quality material, designed
to handle loads equal to a gross weight of 2,200 pounds with maximum volume of
up to 65 cubic feet.  The dimensions must be 48 by 40 inches.  The pallets
must be designed for four-way entry by fork trucks and two-way entry by pallet
jacks.  Mailers must wrap pallets of mail with shrinkable or stretchable
plastic strong enough to retain the integrity of the pallet throughout
transportation and handling.  It is also recommended that the pallets be
banded.

b. Pallets Under 1,000 Pounds.
Wooden top caps, or caps which provide equivalent protection, the same size
as the pallet, are required on pallets with gross weights of less than 1,000
pounds.  Top caps are required in order to maintain the integrity of the mail
on these pallets when they are double-stacked.  Top caps must be affixed to
the pallet with appropriate strapping or banding.

c. Double Stacking Pallets.
Pallets must be double-stacked whenever possible under the following
conditions:

(1)
The combined gross weight of double-stacked pallets must not exceed 2,200
pounds.

(2)
Both pallets must be top-capped.

(3)
The pallets must be banded together with appropriate strapping material to
maintain their integrity throughout transportation and handling.

(4)
The heavier of the two pallets must be on the bottom.

Note:  Triple-stacked pallets are not accepted under any circumstances.

767.54 Presentation of Mailings.
Sacks containing packages for SDC, state, or mixed states destinations, or
containing packages remaining after all possible pallets have been prepared,
may be presented along with the palletized mailing (i.e., on the same mailing
statement), if the sacks are physically segregated from the palletized portion
of the mailing.

767.55 Renewal or Cancellation of Authorization

a. Renewal.
Each authorization expires 2 years from the effective date of the
authorization.  The mailer/owner must submit a new request if a renewal of the
authorization is desired.

b. Cancellation.
An authorization may be canceled if the mailer has not complied with the
regulations governing mail preparation and palletization.

767.6 Palletizing Machinable Fourth-Class Parcels

767.61 Application

767.611 General.
The general manager, rates and classification center (RCC), serving the
post office where the mailer is located, may authorize the preparation of
fourth-class machinable parcels on pallets instead of in sacks.  The owner of
the mail or the mailing agent, on behalf of the client, must submit Form 3856
for each product to be palletized to the field division general
manager/postmaster of the division serving the post office where the mailer's
plant is located (see 132).  The owner/mailer may obtain Form 3856
from the field director, marketing and communications, at the division.

767.612 Approval or Denial

a. Division.
The division must sign the application with a recommendation for approval
or denial, stating the reason for the recommendation.  Applications
recommended for approval are sent to the TMSC.  Applications not recommended
for approval must be sent directly to the RCC stating the reason for the
recommended denial.

b. TMSC.
The TMSC works with the division and the mailer to determine the equipment
and transportation needs associated with the application to palletize.  If
equipment and transportation are available by the projected startup date, the
TMSC notes the date of availability on the application, signs it, and sends it
to the RCC.  If equipment and transportation are not available by the
projected startup date, the TMSC notes this in the comments portion of the
application.  All applications must be sent to the RCC.

c. RCC.
If the general manager, RCC, finds that the mailer qualifies under and can
comply with the regulations governing mail preparation and palletization, the
general manager must issue an authorization to palletize.  If the RCC
authorizes palletization over a division's recommendation for denial, the RCC
initially calls the TMSC and coordinates the effective date.  The RCC must
notify the owner/mailer, in writing, of the approval and the effective date.
If the RCC grants an authorization, the mailer must be prepared to submit
information  for future mailings, such as that required on the original
application, at the request of the general manager, RCC.  The RCC must
immediately notify the TMSC by telephone of the approval and forward copies of
the authorization to the division, the TMSC and all affected RCCs.  The RCC
must deny the application if it finds that the mailer cannot comply with the
regulations governing mail preparation and palletization.  If the RCC denies
the application, the RCC must immediately notify the TMSC of the denial by
telephone, and must send a written copy of the denial to the mailer, the
division, the TMSC, and all affected RCCs.

d. Length of Authorization.
Authorization is granted for a specific period of time, not to exceed 2
years.

767.62  Machinable Parcel Pallet Preparation

767.621 Weight and Volume

a.
The minimum mail load for a pallet is 650 pounds.

Exception:  Up to 10% of the pallets in a mailing may contain less
than 650 pounds of mail.

b.
The gross weight of a pallet (combined weight of the pallet and mail) must
not exceed 2,000 pounds.

767.622 Sortation.
Pallets must be made up to the destinations described in 767.321,
767.322, and 767.323.

a. Five-Digit Pallets.
Whenever there are 650 pounds or more of mail destined for the same 5-digit
ZIP Code area, it must be placed on a pallet labeled to that 5-digit
destination.  Pallet labels must be prepared and affixed to the pallet in
accordance with 767.  The labels must contain the information
required for 5-digit sack labels in 767.321, in the format required
by that section.

b. Destination BMC Pallets.
If, after preparing all required 5-digit pallets, there are 650 pounds or
more of mail for the same zone and for ZIP Codes served by the same BMC, it
must be placed on a pallet and labeled to that destination BMC.  The pallet
labels must be prepared and affixed to the pallet in accordance with
767.624.  The labels must contain the information required for
destination BMC pallets in the format required by 767.322.  In
addition to the required information, it is recommended that the contents line
include the specific postal zone for which the mail is destined (e.g., 4C MACH
ZONE 3).

c. Origin BMC Pallets.
After preparing all required 5-digit pallets and destination BMC pallets,
remaining mailpieces may be placed on a pallet and labeled to the origin BMC,
provided the mailer can meet the requirements of 767.624.  The
pallet labels must be prepared and affixed to the pallet in accordance with
767.623 and 767.624.  The labels must contain the
information required for origin BMC pallets in the format required by
767.323 (e.g., 4C MACH).

Note:  Mail that is not palletized must be sacked by zone in
accordance with 767.3.

Note:  BMC pallets may contain pieces that are eligible for the DBMC
rate and pieces that are ineligible for the DBMC rate destined for the ASF ZIP
Code ranges served by that BMC as shown in Exhibit 722.411.  The
mailer must provide documentation showing the pieces that qualify for the DBMC
rate.  (Example: A BMC pallet for BMC MPLS/ST PAUL 55204 that is deposited at
the Minneapolis/St. Paul BMC can contain mail for MPLS/ST PAUL BMC ZIP Codes
shown in Exhibit 722.411 as well as mail for Fargo ND ASF ZIP Codes
565, 567, 580-588, but, in that circumstance, the pieces for the Fargo ND ZIP
Codes would not qualify for the DBMC rate.)

767.623 Exception to Sortation Requirements.
Mailers may commingle mail for different postal zones on destination and
origin BMC pallets under the following conditions:

a.
In addition to all other required information, the contents line of the
pallet label for each pallet that contains mail for more than one zone must
contain the words MIXED ZONES and list the zones.

Example:  4C FLATS MIXED ZONES 2 & 3.

b.
In addition to all other required information, the contents line of the
pallet label for each pallet that contains mail for only one zone must include
the specific postal zone for which the mail is destined (e.g., 4C MACH ZONE 3).

c.
Each pallet in the mailing must have a unique number that corresponds to
the list required by 767.623d.  The number must be placed in the
lower right-hand corner of the pallet label.

d.
A detailed list must accompany each mailing or mailing segment.  The list
must be sequenced numerically to correspond to the numbers assigned to pallets
in the mailing.  The list must identify the post office where the mail is to
be entered (entry post office), the mailing or mailing segment, the name and
address of the mailer, the permit number, the name and/or description of the
mailpiece, and the date of mailing.  The list must show the following
information for each pallet in the mailing:

(1)  Pallets Containing Mail for More than One Zone.
For each pallet containing mail for more than one zone, the list must
identify

(a)
the pallet number;

(b)
the level of pallet sortation (destination line from pallet label);

(c)
the zones for which the mail on the pallet is destined;

(d)
a list, by zone, of the number of pieces to each 3-digit ZIP Code area;

(e)
the total number of pieces to each zone on the pallet; and

(f)
the total number of pieces on each pallet.

(2)  Pallets Containing Mail for One Zone.
For each pallet that contains mail for only one zone, the list must identify

(a)
the pallet number;

(b)
the level of pallet sortation (destination line from pallet label);

(c)
the zone for which the mail is destined; and

(d)
the total number of pieces on the pallet.

e.
A summary list must also be provided at the time of mailing.  This list
must show the total number of pieces to each zone in the mailing or mailing
segment, by pallet number, and the total number of pieces in the mailing or
mailing segment.

767.624 Labeling

a. General.
Mailers must affix at least two clearly visible labels placed on two
adjacent sides of each pallet.  Pallet labels must be white and at least 8 by
11 inches, with letters at least 1/2 inch high.  Labels must contain the
information required in 767.221 through 767.224 and
767.322.

b. Destination Line.
In cases where the destination line of a pallet label does not provide
sufficient space for all required information, the destination ZIP Code may be
placed, right-justified (far right-hand side), on the next line immediately
below the destination line of the pallet label.  As an alternative, the
destination city name may be abbreviated, using the standard abbreviations.

c. Contents Line.
In cases where the contents line of a pallet label does not provide
sufficient space for all required information, this information may be
continued, right-justified (far right-hand side), on the next line immediately
below the contents line of the pallet label.  As an alternative, the following
authorized contents line abbreviations may be used for information required on
the contents line of a pallet label:

d. Extraneous Information.
Extraneous information is information placed on a pallet label by the
mailer or list house providing the labels, which is not required by the Postal
Service.  Extraneous information is allowed on pallet labels, provided it
meets the following criteria:

(1)
The print size is smaller than the 1/2-inch height specified for Postal
Service required information.

(2)
No extraneous information appears on or between the lines reserved for
Postal Service required information.

(3)
A 1-inch clear space is maintained around the lines reserved for Postal
Service required information.

Note:  It is recommended that extraneous information appear only on
the bottom portion of the pallet label.

767.625 Physical Characteristics

767.63 Palletizing Thirdand Fourth-Class Machinable Parcels.
Specific procedures and requirements for combining thirdand fourth-class
machinable parcels on the same pallets, as provided by 623.64 and
721.3, are set forth in 644.3.

767.64 Renewal or Cancellation of Authorization

a. Renewal.
Each authorization expires 2 years from the effective date of the
authorization.  A combination authorization expires concurrently 2 years after
its effective date of authorization and any single authorization included in
the combination may not exceed 2 years.  The mailer/owner must submit a new
request if a renewal of the authorization is desired.

b. Cancellation.
An authorization may be canceled if the mailer has not complied with the
regulations governing mail preparation and palletization.

767.7 Optional Handling of Bulk Mailings.
At the option of the mailer, address labels and unaddressed pieces mailed
at bound printed matter rates, which are addressed for delivery only in the
mailer's local parcel post zones, may be mailed separately for local delivery
at the office of mailing, subject to all the following conditions:

a.
The address card must be made of paper or cardboard stock.

b.
The address card must not

(1)
be folded, perforated, or creased;

(2)
measure less than 3-1/2 by 5 inches;

(3)
measure more than 5 by 9 inches; or

(4)
measure less than 0.007 inch thick.

c.
The address cards must show the full name, address, and either the ZIP+4 or
the 5-digit ZIP Code of the sender and addressee and must be sorted by the
mailer to the fourth and fifth digit of the ZIP Code.

d.
Postage must be paid by permit imprints for each card, including cards
returned as undeliverable.  The imprint may be placed on the pieces or on the
cards (see 145).

e.
The mailer must complete and submit the appropriate mailing statement with
each mailing.

f.
The total weight of pieces placed in a sack, carton, crate, or any other
type of container must not exceed 70 pounds.

g.
The mailer must send the address cards to the postmaster at the delivery
office.  It is recommended that the mailer include with the cards separate
documentation specifying the number of pieces sent for each 5-digit ZIP Code
delivery unit.

h.
Address cards bearing incorrect, nonexistent, or otherwise undeliverable
addresses are corrected or endorsed to show why they are undeliverable and
returned to the mailer.  Each envelope is rated with postage due at the
address-correction fee (see 712.2) for each address label contained
in the envelope.  At the request of the mailer, the postmaster must notify the
mailer (at the mailer's expense and by any reasonable means specified by the
mailer and approved by the postmaster) of the number of address labels being
returned.  The request for notification must accompany the labels.  Correctly
addressed labels must be held to await arrival of the pieces.

i.
The mailpieces must be deposited at the acceptance point designated by the
postmaster.  If the number of pieces deposited is less than the number of
address labels provided, the postmaster must immediately notify the sender, or
a designated representative or agent, of the number of pieces required to
complete the delivery.  If the additional pieces are not delivered to the post
office within 15 days, the excess address labels must be returned to the
mailer at the third-class single-piece rate (see 611.1). If the
number of pieces deposited exceeds the number of address labels provided, the
postmaster must notify the sender of the number of excess pieces.  However,
delivery must not be delayed.  As soon as deliveries are completed, the
postmaster must notify the sender of the number of any excess pieces
remaining.  The mailer may call for the excess pieces without charge.  Any
excess pieces not called for within 15 days are returned to sender with
postage due at the single-piece bound printed matter rate.

767.8 Preparation Requirements for Carrier Route Bound Printed Matter Rate

767.81 Packages

767.811 Carrier Packages.
When there are at least 10 pieces, or 20 pounds, or 1,000 cubic inches
addressed to the same carrier route, rural route, post office box section,
highway contract route, or general delivery unit, the mailer must prepare them
in packages if the pieces are sacked in carrier routes sacks.  The mailer must
use one of the following procedures to label the package.

a.
The mailer may prepare packages with a facing slip, which must be affixed
to the front of the package and marked as shown below:

The carrier route information, consisting of a descriptive prefix (or its
abbreviation) plus a route number or numeric code, must be on the top line of
the address, either alone (the preferred format) or with other information
(addressee, account data, etc.).  Alternatively, the carrier route information
may appear with the CARRIER ROUTE PRESORT endorsement on the line above or two
lines above the address when the CARRIER ROUTE PRESORT endorsement is located
in the address in accordance with 767.12d and 767.12e.

(2)
The descriptive prefixes "carrier route," "rural route," "highway contract
route," "post office box section," or "general delivery unit" must either be
spelled out (the preferred format) or abbreviated as follows:

(3)
The descriptive prefix must be followed by a 2-digit route number or
3-digit post office box section number when the ZIP Code is included in the

last two digits of the ZIP Code, followed by the 2-digit carrier route number
or 3-digit post office box section number.

(4)
The carrier route information must be right-justified.


(5)
The carrier route information must be preceded by at least two asterisks
(**) or other distinctive nonalphabetic or nonnumeric character.  The

D to facilitate handling.

767.82 Sacking

767.821 Carrier Route Sacks.
When there are 10 pieces, 20 pounds, or 1,000 cubic inches of qualifying
carrier packages to the same carrier route, they may be placed in a carrier
route sack.  Each sack must be labeled in the following manner:

767.823 Sack Label Preparation

a. Color.
Sack labels must be white or manila (other colors are unacceptable).

b.  Size.
Sack labels must not be less than 3-5/16 inches nor more than 3-3/8 inches
long (parallel to the printing), and not less than 15/16 inch nor more than
31/32 inch high (perpendicular to the printing).

c. Method of Preparation.
The Postal Service prefers machine-prepared sack labels to ensure
legibility, although legible hand-printed labels are acceptable.  Illegible
labels are unacceptable.

d.  Trailing Zeros.
Two zeros may appear following 3-digit ZIP Code prefixes on sack labels.

e.  Abbreviations.
The destination and office of mailing lines may contain abbreviated
information, provided such abbreviations are as shown in Publication 65,
National Five-Digit ZIP Code and Post Office Directory.   In addition,
the following authorized abbreviations may be used on the contents line of
sack labels:

f.  Line 1.
Line 1, the destination line, must be the first visible line on the label.
It must be completely visible and legible when placed in the label holder or
otherwise affixed for use.  To ensure such visibility, the Postal Service
recommends that mailers print the top line so that it is no less than 1/8
(0.125) inch below the top of the label when the label is cut and prepared for
use.  The destination line must contain only the information described in
767.821 or 767.822.

g.  Line 2.
Line 2, the contents line, must be the second visible line on the label.
It must contain the appropriate contents information as described in
767.821 or 767.822.

h.  Line 3.
Line 3, the office of mailing line, must be prepared as described in
441.322c.

i.  Extraneous Information.
Extraneous information is prohibited from the destination and contents
lines.  The mailer may place it elsewhere as provided in 441.323d
through 441.323f.

j. Barcodes.
It is preferred that sack labels include a barcode, prepared as required in
769.

768 Optional Endorsement Line in Address Block or Label

768.1 General.
Mailers of bound printed matter may prepare mailings without applying
facing slips on all bundles of bound printed matter, except for mixed-state
bundles, by placing the specified optional endorsement line above the address
block.

768.2 Optional Labeling Requirements

768.21 General.
Mailers may prepare mailings without applying facing slips to the top
copies of bundles by using a specific optional endorsement line above the
address block or on the address label of the top copy of the bundle.

768.22 Format Specifications

768.221 First Line.
Mailers may place an address block barcode above the optional endorsement
line if it meets the specifications in 551.  Except for such a
barcode, the appropriate makeup information must be the first line to appear
at the top of the address block or label.

768.222 Clean Address Required.
A blank line should be left between the address block and the optional
endorsement line if the address block or address label contains any
information other than (a) the name of the recipient, (b) street, street
number, apartment or suite number, building name, post office box, or other
established address, and (c) city, state, and ZIP Code.

768.223 Size of Letters Used in Optional Endorsement Line.
The information in the optional endorsement line must appear in capital
letters with letter size and line spacing no less than the size and line
spacing of the largest letters or characters in the address block or any
portion of the address label.  Letters in the endorsement line must be the
same typefont as those in the address block.

768.224 Alignment of Right Margin (Right-Justified).
The optional endorsement line must be aligned right-justified.  No
characters in any portion of the address block or on the address label may
appear to the right of the last character in the optional endorsement line.

768.225 Alignment of Left Margin (Left-Justified).
The optional endorsement line must be filled with asterisks from the left
margin of the label or address block (as defined by the position of the first
character printed in the address block or on the address label) to the first
character in the optional endorsement line.

768.226 ZIP Code.
With the exception of carrier route packages, the optional line must
include the applicable ZIP Code information.  Mixed-states bundles must

768.227 Prescribed Letters or Changes.
Only capital letters of the alphabet, Arabic numerals, or asterisks may be
used in the optional endorsement line.

768.228 Valid Address, Including Correct ZIP Code.
Each piece in the mailing must bear a valid address, including a correct
ZIP Code.  Pieces bearing the optional endorsement line and an invalid address
are handled in accordance with 159.

769 Optional Use of Barcoded Sack Labels

769.1 General.
Sack labels supplied by the Postal Service are machine-printed with
barcodes that enable scanning and sortation by automated equipment.
Alternatively, mailers who produce their own sack labels are encouraged to
prepare them with a barcoded label that meets the criteria in 769.2
and 769.3.

769.2 Sack Label Specifications

769.21 Color.
Sack labels must be printed on white or manila-colored label stock.

769.22 Size.
Sack labels must fall within the following tolerances:

a.
Height (vertical): 0.965 inch 0.015 inch.

b.
Length (horizontal): 3.312 inches 0.062 inch.

769.23 Stock.
The paper stock used for sack labels must be 70 pound or heavier.

769.24 Printed Text Lines.
The preparation of the printed text lines must be in accordance with
764.21, 767.23, 767.33, and 767.823,
as applicable.  Extraneous information as described in 441.323 may be
printed on the label as long as it appears to the right of the "quiet zone"
(see 769.35) and does not interfere with scanning and sorting by
automated equipment.

769.25 Printing Density.
The human-readable content of sack labels must be machine-printed at five
lines per inch.  The preferred machine-printed pitch is 12 characters per
inch.  If the information to be contained on the label cannot be shortened
using acceptable postal abbreviations, it may be printed at a pitch of up to
15 characters per inch, provided at least 22 human-readable characters fit on
the label without interfering with the "quiet zone" (see 769.35).
The minimum acceptable height for the destinating ZIP Code must be 0.111 inch
(8 point).  The minimum acceptable character height for all other information
contained on lines 1, 2, and 3 must be 0.083 inch (6 points).

769.3 Barcode Specifications

769.31 Type.
The barcode must be an interleaved 2-of-5 code in accordance with the
Automatic Identification Manufactures' Uniform Symbology Specification
(AIM/USS-I 2/5) and the requirements of this section.

769.32 Barcode Location.
The barcode must be located on the left side of the sack label.  A clear
space must be maintained between both the left edge of the sack label and the
barcode and between the barcode and the printed text lines, in accordance with
the requirements in 769.35 (see Exhibit 769.32). *viewer

769.33 Dimensions.
The nominal width of the bars and spaces ("X" dimension) must be between
0.010 inch and 0.015 inch.  An "X" dimension of 0.010 inch is preferred.  The
tolerance of the width of all bars and spaces is 0.004 inch.  The
nominal wide-to-narrow ratio for barcodes with an "X" dimension less than
0.013 inch is 3 to 1.  The nominal wide-to-narrow ratio for barcodes with an
"X" dimension between 0.013 inch and 0.015 inch is 2.3 to 1.  The height of
the barcode must be at least 0.700 inch.

769.34 Reflectance.
When measured at 633 nanometers, the maximum bar reflectance must be less
than 30%, and the minimum space reflectance must be 40% or greater.  The
minimum bar-to-space reflectance difference must be greater than 40%.

769.35 Clear Space (Quiet Zone).
There must be a clear area (or "quiet zone") at each end of the barcode
that is no less than 10 times the "X" dimension width, and at least as high as
the height of the bars in the barcode.  The reflectance of the clear area must
meet the requirement for minimum space reflectance (see 769.34).

769.36 Barcode Contents.
The barcode on the sack labels must consist of eight numeric characters
representing the 5-digit ZIP Code of the sack's destination (see
769.24) and the applicable 3-digit sack contents identifier code in
Exhibit 446.36.  When only a 3-digit ZIP Code prefix is required, it
must be followed by two zeros.  When the contents of the sack do not
correspond to an available sack contents code, three zeros must be used.

770 Mailing

771 Single-Piece Rates
Articles mailed at the single-piece fourth-class rates must be mailed at a
time and place specified by the postmaster at the post office of mailing.
Metered single-piece rate fourth-class mail must be deposited at a location
under the jurisdiction of the licensing post office (i.e., the post office
shown in the meter stamp).  Mailers may deposit metered mail at a post office
other than the licensing post office only as provided in 144.522,
144.523, 144.8, and 784.  Fourth-class mail with
postage paid by permit imprint must be deposited as prescribed by
145.62 or 784.

772 Bulk or Presort Rates
Except for plant-loaded mailings prepared and accepted as provided in
154, mailings at bulk or presort rates must be brought to a bulk
mail acceptance unit of the post office where the postage permit or license is
held and the annual bulk mailing fee has been paid.  Mailings must be
deposited at the locations and times designated by the postmaster, where they
must be verified to establish they are properly prepared and presorted and
qualify for the rates claimed.  Mailers may deposit metered mail at a post
office other than the licensing post office only as provided in
144.522, 144.523, 144.8, and 784.
Fourth-class mail with postage paid by permit imprint must be deposited as
prescribed by 145.62 or 784.

773 Parcels Exceeding Size or Weight Limits
Parcels exceeding 70 pounds or 108 inches (when length and girth are added
together) are not mailable.

774  Zoned Rates
Pieces paid at rates which are based on zones (e.g., parcel post and bound
printed matter rates) must be presented for acceptance at the post office from
which the applicable zoned-rate postage is computed, except as provided in
711.62 and 711.63.

780 Payment of Postage

781 Single-Piece Mailings
Mailers of articles at single-piece rates may use any method of paying
postage.  Permit imprints may be used on mailings of nonidentical weight only
under the provisions of 145.7, 145.8, 145.9, or
137.274c(2).  The mailer is responsible for proper payment of
postage (see 111.32).

782 Bulk-Rate Mailings
Mailers of fourth-class matter at bulk rates must pay postage by permit
imprint or meter stamps and must complete and submit the appropriate Postal
Service mailing statement with each mailing.  The mailer is responsible for
proper payment of postage (see 111.32).

783  Computation Standards

783.1  Weight

783.11  General.
Express all weights as decimal pounds (e.g., 1.125 pound) rather than as
pounds and ounces.  Round weights as directed below.  For purposes of this
section, the "round off" instruction requires increasing the last digit to be
retained by 1 if the digit to its right, which are not to be retained, is 5 or
greater; if it is 4 or less, the last digit retained is unchanged.  (For
example, rounding off 3.376 to two decimal places yields 3.38; while 3.374
yields 3.37.)

783.12 Rate Application

783.121 Single-Piece Rates

a. Parcel Post.
The single-piece parcel post rates are charged per pound or fraction
thereof, based on the weight of each addressed piece.  For postage purposes,
any fraction of a pound is charged as a whole pound.  The minimum postage per
addressed piece is that chargeable for an item weighing 2 pounds.

b. Bound Printed Matter.
The single-piece bound printed matter rates are charged per half-pound from
1.5 through 5 pounds, and per pound from over 5 through 10 pounds, based on
the weight of each addressed piece.  For postage purposes, for pieces weighing
not more than 5 pounds, any fraction of a half-pound is charged as a whole
half-pound; and, for pieces weighing more than 5 but not more than 10 pounds,
any fraction of a pound is charged as a whole pound.  The minimum postage per
addressed piece is that chargeable for an item weighing 1.5 pound.

c. Special Fourth-Class.
The single-piece special fourth-class rates are charged per pound or
fraction thereof, based on the weight of each addressed piece.  For postage
purposes, any fraction of a pound is charged as a whole pound.  The minimum
postage per addressed piece is that chargeable for an item weighing 1 pound.

d. Library.
The single-piece library rates are charged per pound or fraction thereof,
based on the weight of each addressed piece.  For postage purposes, any
fraction of a pound is charged as a whole pound.  The minimum postage per
addressed piece is that chargeable for an item weighing 1 pound.

783.122  Bulk Rates

a. Parcel Post.
A piece mailed at a bulk parcel post rate is charged the single-piece zone
rate applicable to an item whose weight equals the average weight of all
pieces in the mailing for that zone.  For this purpose, any fraction of a
pound is treated as a whole pound.  The minimum postage per addressed piece is
that chargeable for an item weighing 2 pounds.

b. Bound Printed Matter.
In addition to a per-piece charge, a piece mailed at the bulk bound printed
matter rates is subject to a per-pound charge based on the actual weight of
the addressed piece.  The minimum postage for an addressed piece is one unit
of the per-piece charge plus the per-pound postage chargeable for an item
weighing 1 pound.

c. Presorted Special Fourth-Class.
The Presorted Special Fourth-Class rates are charged based on the weight of
the addressed piece.  For this purpose, any fraction of a pound is treated as
a whole pound.  The minimum postage per addressed piece is that chargeable for
an item weighing 1 pound.

783.13  Weight of a Single Piece

783.131  Pieces Mailed at Other Than Bulk Bound Printed Matter Rates

a.  Piece Weight.
Weigh each addressed piece individually.  Express the weight of a single
piece in decimal pounds rounded off, if necessary, to four decimal places.
(Note that 1 ounce equals 0.0625 pound.)

b.  Weight (Postage) Increment
(1) Other Than Bound Printed Matter.
To determine the weight (postage) increment for an addressed piece, treat
any fraction of a pound in the actual weight of the piece as a whole pound.
For example, if a parcel post item weighs 4.825 pounds, the weight (postage)
increment is 5 pounds.

(2)  Single-Piece Bound Printed Matter.
To determine the weight (postage) increment for an addressed piece, treat
any fraction of a half-pound in the actual weight of the piece as a whole
half-pound.  For example, if a bound printed matter item weighs 4.325 pounds,
the weight (postage) increment is 4.5 pounds.

783.132  Pieces Mailed at the Bulk Bound Printed Matter Rates

a.  Identical-Weight Pieces.
In a mailing of identical-weight pieces, compute the average weight of a
single piece by weighing a sample group of at least 10 randomly selected
pieces and dividing the total sample weight by the number of pieces in the
sample.  Express the weight of a single piece in decimal pounds rounded off,
if necessary, to four decimal places.  (Note that 1 ounce equals 0.0625 pound.)

b.  Nonidentical-Weight Pieces.
For nonidentical-weight mailings, weigh each addressed piece individually.
Express the weight of a single piece in decimal pounds rounded off, if
necessary, to four decimal places.  (Note that 1 ounce equals 0.0625 pound.)

783.14 Total Mailing Weight

783.141  Bulk Bound Printed Matter (Identical-Weight Pieces).
To compute the total weight of the addressed pieces (mailing or mailing
segment) for which the per-pound charge is to be determined, multiply the
computed average weight of a single piece (from 783.132a) by the
corresponding number of pieces.  Do not round any decimals in the product.
This computation may be confirmed by weighing the entire mailing in bulk,
where possible.

783.142  Other Mailings.
To compute the total weight of the addressed pieces (mailing or mailing
segment) for which the postage (or per-pound charge, if applicable) is to be
determined, add the actual weight of the individual pieces (from
783.131b).  Do not round any decimals in the product.  This
computation may be confirmed by weighing the entire mailing in bulk, where
possible.

783.2  Piece Count.
Always express piece counts in whole numbers.

783.3  Postage

783.31  General.
Express all postage as decimal dollars (e.g., $0.162).  Round as directed
below.

783.32  Per-Pound and Per-Piece Charges

783.321  Bulk Bound Printed Matter Rate
a. Per-Pound Charge.
For the bulk bound printed matter rates, compute the per-pound charge on
the total weight of the addressed pieces for the rate cell (rate category and
zone) claimed.  Add the per-pound charges to the per-piece charge to determine
total postage.  For example, a quantity of pieces (for one zone) weighing
100.25 pounds is charged 100.25 times the applicable rate per pound for that
zone at the rate claimed, plus the per-piece charge.

b. Per-Piece Charge.
Compute the per-piece charge on the total number of addressed pieces for
the rate category claimed.  Add the per-piece charge to the per-pound charge
to determine total postage.

c.  Total Postage.
The total postage for an addressed piece includes the applicable per-pound
charge plus one unit of the per-piece charge.

783.322  Postage Based on Weight--Other Rates.
For fourth-class rates other than the bulk bound printed matter rates,
postage is based on the rate that applies to the weight (postage) increment
determined in 783.131b (and, where applicable, on the zone to which
the piece is addressed).

783.33  Affixing Postage to Each Piece

a.
The mailer must affix to each piece a value in adhesive stamps, precanceled
stamps, or meter impressions that equals at least the postage required for the
piece.

b.
If more than the applicable amount of postage is affixed for reasons other
than those described in 783.33c, a refund is allowed only as
provided in 147.

c.
If a mailer's postage meter cannot print the exact applicable amount of
postage, the mailer must print the next higher tenth of a cent or whole cent
that can be printed.  No credit or refund is allowed for such overpayment.

d.
For bound printed matter rate pieces, the postage affixed to each addressed
piece must be sufficient to represent payment for the corresponding weight of
the piece at the applicable per-pound charge plus one unit of the applicable
per-piece charge.

783.34  Use of Permit Imprint

783.341  Other Than Bulk Bound Printed Matter.
To compute the postage payable for the mailing, perform the following steps:

a.
Multiply the number of addressed pieces by the applicable rate per piece.

b.
Repeat step 783.341a above for each weight increment in the
mailing, as applicable; round off each product to four decimal places, if
necessary.

c.
Add the postage amounts determined in steps 783.341a and
783.341b above.

d.
If necessary, round off the total postage to the nearest whole cent ($0.01).

783.342 Bulk Bound Printed Matter.
To compute the postage payable for the mailing, perform these steps:

a.
Multiply the number of addressed pieces by the applicable per-piece charge;
do not round the product.

b.
Multiply the weight of the addressed pieces (as determined in
783.14) by the applicable per-pound charge; round off each product
to four decimal places, if necessary.

c.
Repeat steps 783.342a and 783.342b above for each zone in
the mailing, as applicable.

d.
Add the postage determined in steps 783.342a through
783.342c above.

e.
If necessary, round off the total postage to the nearest whole cent ($0.01).

784  Plant-Verified Drop Shipment Postage Payment System

784.1 General

784.11 Definition.
The plant-verified drop shipment postage payment system allows greater
postal efficiency associated with origin verification and postage payment for
shipments transported by a mailer from the mailer's plant, where they are
prepared, to destination post offices where they are accepted as mailings into
the postal processing mailstream.  The mailings may be prepared for deposit at
the destination BMC (DBMC) parcel post rates, or they may be claimed at any
parcel post or bound printed matter zone rates from the office of deposit.
Approval for use of a plant-verified drop shipment postage payment system is
granted under the conditions in 784.2.

784.12 System Elements.
Under this system

a.
the mailer's product is verified for proper classification, rate
eligibility, preparation, and presort by postal personnel assigned to a
detached mail unit (DMU) located at a mailer's plant or at the bulk mail
acceptance unit (BMAU) at the origin post office serving the mailer's plant
(or another post office designated by the field division general
manager/postmaster serving the mailer's plant);

b.
postage and fees are prepaid at the post office performing all
verifications as designated by the field division general manager/postmaster;

c.
the shipment is released for dispatch under postal seal;

Exception:  The requirement for affixing a Postal Service seal (or
equivalent security device) to vehicles containing plant-verified drop
shipments and for recording the seal number on clearance documents is
suspended indefinitely.

d.
the shipment is transported to destination postal facilities at the
mailer's expense on the mailer's vehicle or on transportation procured by the
mailer;

e.
the shipment is deposited at the destination postal facility by the mailer
or the mailer's agent;

f.
the shipment is verified and accepted as mail by postal personnel at the
destination postal facility and released for processing.

784.13 Participation.
The plant-verified drop shipment postage payment system may be used only by
mailers who have been authorized by the field division general
manager/postmaster in whose service area the mailer is located (see
784.3).

784.14 Other Mailings.
Other destination entry mailings that are not verified and paid for at the
origin plant or the origin post office (or other post office designated by the
field division general manager/postmaster) under a plant-verified drop
shipment postage payment system agreement must be verified and paid for at the
destination post office in accordance with 722.431c.

784.15 Date on Mailing Statements and Forms 8125.
The date shown by the mailer and the post office round stamp date shown on
a mailing statement and Form 8125 prepared in conjunction with a
plant-verified drop shipment mailing do not necessarily represent the date
that the drop shipment is accepted into the postal processing mail stream as
mail.  The mailing statement may be submitted before or at the time a shipment
is presented to the origin post office DMU or BMAU for verification and
clearance for dispatch, and the date shown in the mailer portion on the
mailing statement represents the date the mailing statement is presented to
the origin office.  The post office round stamp date on the mailing statement
and the Form 8125 represents the date that the origin post office DMU or BMAU
verified the shipment and cleared it for dispatch by the mailer to the
destination entry post office.

784.2 Program Participation Criteria for Mailers

784.21 Request for Participation.
The mailer must submit an application for participation in the
plant-verified drop shipment postage payment system as prescribed in
784.3.

784.22 Facilities for Postal Personnel for DMU Verification.
When mail is to be verified and cleared for dispatch by postal personnel
staffing a detached mail unit (DMU) at a mailer's plant under a plant-verified
drop shipment agreement (see 784.3), the mailer must provide an
enclosed work area for the DMU that can be locked, has a telephone, is
separate from the mailer's activities, and provides a safe working
environment.  Facilities are determined to be necessary and approved for
operation by the Postal Service.

784.23 Verification at Origin Post Office.
When mail is to be verified and cleared for dispatch by postal personnel at
the BMAU at the origin post office serving the mailer's plant (or another
postal facility designated by the division general manager/postmaster) under a
plant-verified drop shipment agreement (see 784.3), the mailer is
responsible for transporting all mailings to the post office, unloading the
mailings for verification, and reloading the mailings that have been cleared
for dispatch onto the mailer's transportation for shipment to the destination
entry post offices.  A bulk mail center (BMC) bulk mail acceptance unit (BMAU)
should not be designated as the office to perform origin verification of DBMC
rate drop shipments that will be transported by a mailer to other destination
post offices for deposit and acceptance.

784.24 Postage Payment.
The mailer must pay postage for plant-verified drop shipments at either the
post office serving the mailer's plant where mailings were verified or the
post office that performs BMAU verification of mailings, as designated by the
division.  If permit imprints are used, the mailer must ensure that sufficient
funds are on deposit in the appropriate advance deposit accounts to pay for
all plant-verified drop shipments prior to their release for dispatch.  The
mailer must pay all applicable fees (e.g., annual bulk mailing fees, permit
imprint fees, etc.) and maintain all applicable permits and authorizations
(e.g., permit imprint authorizations and meter licenses) at the origin post
office where mailings are verified and postage for mailings is paid.  No
permits or fees are required at the destination entry post offices where
plant-verified drop shipments are deposited.

784.25 Documentation

a.
The mailer must produce and submit an individual mailing statement for each
mailing destined for each destination entry post office, at the time the mail
is presented for verification and postage payment.

b.
When required by the local postmaster, the mailer must submit consolidated
mailing statements and a register of mailing statements to the Postal Service.

c.
The mailer must submit to the DMU a completed Form 8125 for each shipment
that is deposited at a destination entry post office.  A Form 8125, signed and
dated by the DMU, must accompany each plant-verified drop shipment to the
destination post office where the shipment is to be deposited.  The mailer may
submit computer-generated facsimile Forms 8125, approved by the origin post
office and containing all the information on the Postal Service Form 8125 in
the same relative location.  Form 8125 must be presented in duplicate.  Form
8125 must be submitted in triplicate if the mailer wishes to have a signed and
dated copy returned to its representative when depositing the mail at the
destination entry postal facility.

784.26 Transportation

784.261 Responsibility.
The mailer is responsible for the transportation of plant-verified drop
shipments from the origin plant to the destination postal facility.

784.262 Other Mailings.
The mailer must not transport plant-verified drop shipment mailings on the
same vehicle with other shipments that are not entered as plant-verified drop
shipments.

784.263 Scheduling.
The mailer must meet the requirements in 722.432 in regard to the
deposit of mail at destination entry postal facilities.

784.264 Separation of Mailings.
When a vehicle contains more than one plant-verified drop shipment for a
single destination postal facility, the shipments must be separated so that
each shipment can be reconciled against the appropriate accompanying Form
8125.  Mailers are not required to separate pieces eligible for different
parcel post rates within a DBMC rate mailing (e.g., DBMC rate pieces and
inter-BMC rate pieces) except as required by 722.423.  When a
vehicle contains shipments to be deposited at multiple destination postal
facilities, the shipments must also be separated by destination to identify
each shipment.  If a vehicle contains mail paid for at the DBMC parcel post
rates, the requirements for scheduling of deposits and unloading of vehicles
in 722.432 apply to any other mail on the same vehicle that is be
entered at the same destination facility as the DBMC rate mail.

784.265 Hazardous Freight.
Any material classified by the Postal Service as "hazardous" (see
124.3) may not be carried as freight in the same vehicle as a
plant-verified drop shipment.

784.27 Mailing Production Schedules.
Each Friday or on a schedule approved by the administering post office (the
post office performing DMU verification or BMAU verification), the mailer must
provide the post office verifying unit with a tentative schedule of
plant-verified drop shipments to be presented for verification and clearance
for dispatch during the next week.  Changes in this schedule must be provided
promptly to the post office as they become known.  When possible, notice
should be provided at least 24 hours in advance.
784.3 Authorization

784.31 Request

784.311 General.
The mailer must submit a written request to the mailer's local postmaster
seeking assignment of postal personnel to the mailer's plant (e.g.,
establishment of a DMU) or approval to bring mailings to the origin post
office serving the mailer's plant for verification of plant-verified drop
shipment destination entry mailings.  No form is provided for this purpose.  A
request for authorization must also be submitted by existing plant load
mailers to ensure that the current mailer facilities and DMU resources are
adequate.  The mailer may submit a single request that covers more than one
type of fourth-class mail product or mail for more than one client.  The
request must fully describe the characteristics of the items the mailer is to
prepare as plant-verified drop shipments.  The mailer must provide the post
office that performs the verifications, and to which postage is paid, with
mailing production schedules as required by 784.27.

784.312 Date of Filing.
The mailer must submit the request at least 30 days before the date
proposed for submission of the first plant-verified drop shipment using the
system.  Depending on the specific situation, the required 30-day advance
notice may be waived by the approving official (see 784.32).

784.313 Content.
The request must fully describe the characteristics of the mailings that
are to be prepared as plant-verified drop shipments.  At a minimum, the
request must include the following information for each mailing or series of
mailings of the same product, publication, or job:

a.
the schedule of mailing, i.e., the number, frequency and time of mailings
(e.g., at noon daily for two weeks, every other Monday at 4:00 P.M., etc.);

b.
the number of pieces and mailing statements to be presented to postal
personnel, both daily and in total;

c.
the class of mail and processing category;

d.
the level of sortation and rate(s) claimed, as applicable;

e.
either

(1)
if postage is paid locally

(a)
the method of postage payment and a listing of the postage meter numbers
and licenses, and permit imprint (or company permit imprint) to be used; and

(b)
the alternative mailing system used by the mailer, if any (see
145.7, 145.8, and 145.9);

(2)
if postage is paid under Centralized Postage Payment (CPP) procedures, a
copy of the authorization must accompany the request (separate authorization
by the serving rates and classification center is required to mail under CPP);

f.
the type and capacity of scales at the mailer's plant, if any;

g.
the space available for postal personnel to use and the suitability of that
space for verification of mail, recordkeeping, installation of computer
equipment, and monitoring of vehicle loading;

h.
the types of equipment used (trays, sacks, pallets, etc.) (authorizations
must be obtained where required); and

i.
the destination entry points to which shipments are dispatched (e.g., a
listing of the BMCs and 5-digit facilities).

784.314 Verification at Origin Postal Facility.
Origin BMAU verification may be approved in limited situations and
generally only for small mailers or temporarily for those mailers who need to
acquire scales.  Authorization to verify mail at the origin post office may be
granted by the field division general manager/postmaster only if all the
following conditions are met:

a.
There is no detached mail unit (DMU) at the mailer's plant.

b.
The mailer is located within the service area of the post office where the
mail is to be verified and where postage is to be paid.

c.
Each vehicle contains the mail of only one mailer and mailings are
physically separated.

d.
A completed original mailing statement accompanies each mailing.  Where a
single mailing is contained in more than one vehicle, a separate original
mailing statement must accompany each vehicle for the segment of the mailing
contained in each vehicle.

e.
If an alternative method of paying postage with permit imprints (e.g.,
manifesting) is used, an original mailing statement and appropriate required
documentation must accompany each drop shipment mailing for verification at
the post office BMAU.  If a single mailing is contained in more than one
vehicle, a separate original mailing statement and documentation must
accompany each vehicle for each mailing segment.

f.
The mail can be physically verified at the post office.  The mailing may
not be shrinkor stretch-wrapped or otherwise prepared so that a presort and
postage verification cannot be performed.

g.
The post office BMAU has sufficient space and staffing as well as
appropriate scales to support verification activities.  Scales to calculate
per-piece weights as well as gross mailing weights must be available, as
appropriate.  If the post office serving the mailer's plant does not have
sufficient space or staffing to support verification activities, the division
may designate another post office that does have sufficient staffing and space
as the post office to which the mailer must bring mailings for verification
and to which postage must be paid.

784.32 Approving or Denying Authorization

784.321 Local Post Office.
The local postmaster must review the application for completeness and
accuracy; evaluate the mailer's ability to meet the requirements in
784.2, the suitability of the mailer's plant to accommodate postal
personnel (i.e., a DMU), and the capability of the local post office to
support the requested activity; and prepare a written summary of the results.
This report and a recommendation for approval or denial of the mailer's
request are forwarded through the MSC/division manager, mailing requirements,
to the field division general manager/postmaster.

784.322 Field Division.
The field division general manager/postmaster considers the postmaster's
report and recommendation, determines whether the local post office has
sufficient employees who are trained and qualified in mail classification and
verification to support the requested plant-verified drop shipment activity,
and prepares a final written decision on the mailer's request.

784.323 Approval.
If the mailer's request for participation in the plant-verified drop
shipment postage payment system is approved, the field division general
manager/postmaster prepares a plant-verified drop shipment agreement that must
be signed by the general manager/postmaster, the mailer, and the postmaster of
the post office serving the mailer's plant before the approval can be made
effective.  The agreement specifies the terms and period of the authorization
(not to exceed 2 years).  Copies of the agreement must be provided to the
local postmaster, the MSC/division manager, mailing requirements, and the
rates and classification center.

784.324 Denial.
If the mailer's request for participation in the plant-verified drop
shipment postage payment system is denied, the field division general
manager/postmaster must notify the mailer in writing, stating the reasons for
the decision, and provide copies of the decision to the local postmaster, the
MSC/division manager, mailing requirements, and the rates and classification
center.  The denial may be appealed as provided in 133.

784.33 Renewal, Termination, and Revocation

784.331  Renewal.
The mailer must submit a new request for authorization at least 30 days
prior to the expiration of a plant-verified drop shipment agreement.  The
content of the request, and the procedures for its review, approval, or denial
are as prescribed in 784.31 and 784.32.

784.332 Termination.
A mailer may elect to terminate participation in a plant-verified drop
shipment agreement by 10 calendar days' written notice to the authorizing
field division general manager/postmaster.

784.333 Revocation.
A plant-verified drop shipment agreement may be revoked by the authorizing
field division general manager/postmaster by 10 calendar days' written notice
to the mailer.  Revocation must be based on the mailer's failure to pay
postage and fees or to meet the requirements that apply to plant-verified drop
shipment or mailing at parcel post rates.  The revocation action may be
appealed as provided in 133.

784.34 Modification of Agreement.
A mailer may request that a plant-verified drop shipment postage payment
system agreement be modified to include verification and postage payment for
additional publications, products, or jobs not included in the original
application and agreement.  A new application and agreement are not required
for each new mailing or job produced at a single origin mailing plant.
Information about the new mailings, as specified by 784.313a through
784.313d must be provided by the mailer to the origin post office at
least 30 days before to the date proposed for submission for verification of
the additional plant-verified drop shipments.  Depending on the specific
situation, the required 30-day advance notice may be waived by the approving
official (see 784.32).  The origin post office submits the request
for modification of the plant-verified drop shipment agreement to the field
division general manager/postmaster for approval in accordance with the
procedures in 784.312.

784.4 DMU Functions

784.41 General.
Assignment of postal personnel to the mailer's plant to process
plant-verified drop shipments may be in conjunction with the DMU staffing
associated with a plant-load authorization for that mailer's plant, but may be
provided to a mailer's plant that is not authorized plant load, at the
discretion of the division general manager/postmaster.

784.42 Inspection of Mailpieces.
Postal personnel assigned to the mailer's plant must verify drop shipment
mailings for classification, rate eligibility, preparation, presort, and
postage in the same manner as plant-load mailings.

784.43 Documents

784.431 Preparation.
The mailer must submit to the DMU a Form 8125 with Part A completed for
each shipment to each destination entry postal facility.  After verifying the
shipment and before releasing each plant-verified drop shipment for dispatch,
postal personnel must ensure that Form 8125 is properly completed, signed, and
dated, and that it includes the number of the postal seal to be used on the
vehicle.  The DMU retains one copy of each completed Form 8125 and returns the
other two signed and dated copies to the mailer.  These other copies travel
with the shipments to the destination postal facilities.

Exception:  The requirement for affixing a Postal Service seal (or
equivalent security device) to vehicles containing plant-verified drop
shipments and for recording the seal number on clearance documents is
suspended indefinitely.  During this suspension, the Postal Service will allow
the use of any customer security program that provides seals on vehicles
containing plant-verified drop shipments.  The origin post office that
verifies the shipments and observes the loading of the vehicle records the
customer seal number on Form 8125 in Part II, item 3, and observes the sealing
of the vehicle.  The customer's vehicle seal number shown on Form 8125 must be
preceded by the letters "CS" to designate a customer seal.

784.432 Enclosure.
Postal personnel must ensure that all appropriate clearance documents are
provided to the mailer who is responsible for placing them in each vehicle to
accompany the corresponding plant-verified drop shipments.  These documents
must be placed on the left rear wall of the vehicle just inside the door of
the vehicle.

784.44 Loading.
Postal personnel must observe the loading of each vehicle used to transport
plant-verified drop shipments to ensure the correct mailings are loaded into
vehicles for the correct destinations and that shipments are not improperly
commingled (see 784.264).

784.45 Security

784.451 At Origin Mailer Facility.
Postal personnel must seal the vehicle containing the plant-verified drop
shipments mailings with a postal revenue protection seal (i.e., a USPS ball
seal, USPS lock, or other postal security device) that prevents access to the
shipments by other than authorized postal employees.  Vehicles that make en
route stops must be resealed after the corresponding mail is removed (see
784.5).

784.452 At Other Mailer Facilities.
Vehicles containing plant-verified drop shipments from a mailer's facility
may make stops at one or more other facilities that are authorized
plant-verified drop shipment.  Additional shipments for the same destination
entry postal facility may be loaded on the vehicle.  This may be done only if
postal personnel located at each mailing plant remove the postal seal on the
vehicle; observe the loading of the additional shipment; provide the mailer
with Form 8125 showing the correct seal number; and reseal the vehicle before
it travels on to the next stop.  All Forms 8125 for a single destination
postal facility should be stapled together or enclosed in a single envelope
identifying the name of the destination postal facility.  The seal number
shown on the first Form 8125 (for the last facility where mail was loaded) for
the destination post office must properly identify the seal on the vehicle.

Exception:  The requirement for affixing a Postal Service seal (or
equivalent security device) to vehicles containing plant-verified drop
shipments and for recording the seal number on clearance documents is
suspended indefinitely.  During this suspension, the Postal Service will allow
the use of any customer security program that provides seals on vehicles
containing plant-verified drop shipments.  The origin post office that
verifies the shipments and observes the loading of the vehicle records the
customer seal number on Form 8125 in Part II, item 3, and observes the sealing
of the vehicle.  The customer's vehicle seal number shown on Form 8125 must be
preceded by the letters "CS" to designate a customer seal.

784.5 Destination Postal Facility Functions

784.51 Verification of Documents.
The postal seal number on Form 8125 for the destination must match the
number on an unbroken seal securing the vehicle.  The mail described in Part 1
on Form 8125 must match the containers or load deposited.  If these items
match, the destination postal facility signs and dates Form 8125 accompanying
the mailings and processes the mail.  Forms 8125 must be retained by the
destination postal facility for 1 year in a chronological file.  If two copies
of the form are submitted to the destination office, a signed and dated copy
is returned to the mailer's employee or agent (see 784.25c).

Exception:  The requirement for affixing a Postal Service seal (or
equivalent security device) to vehicles containing plant-verified drop
shipments and for recording the seal number on clearance documents is
suspended indefinitely.  During this suspension, the Postal Service will allow
the use of any customer security program that provides seals on vehicles
containing plant-verified drop shipments.  The origin post office that
verifies the shipments and observes the loading of the vehicle records the
customer seal number on Form 8125 in Part II, item 3, and observes the sealing
of the vehicle.  The customer's vehicle seal number shown on Form 8125 must be
preceded by the letters "CS" to designate a customer seal.

784.52 Verification of Contents.
Each destination postal facility where plant-verified drop shipments are
deposited must ensure that only the appropriate shipments are unloaded and
accepted.

784.53 Vehicles Containing Mail for More Than One Destination Facility.
When a mailer's vehicle contains mail for more than one destination entry
facility, each intermediate postal facility must record the number of a new
USPS ball seal on the clearance document for the next scheduled destination
post office, and affix that seal to secure the vehicle.  (If USPS locks are
used, they must be removed and retained at the final postal facility where the
vehicle stops.)

Exception:  The requirement for affixing a Postal Service seal (or
equivalent security device) to vehicles containing plant-verified drop
shipments and for recording the seal number on clearance documents is
suspended indefinitely.

784.54 Loading of Mail Prohibited.
Postal Service mail for downstream postal facilities must not be loaded
onto the mailer's vehicle by any intermediate postal facility at which the
mailer has stopped to deposit a plant-verified drop shipment.

784.6 Liability.
The mailer assumes all liability and responsibility for any loss or damage
to plant-verified drop shipments before they are deposited and accepted as
mail at destination entry postal facilities, regardless of whether a third
party is used to transport those shipments.  The Postal Service is not liable
or responsible for any loss or damage to plant-verified drop shipments before
they are deposited and accepted as mail at a destination postal facility.

784.7 Postage

784.71 Method of Payment.
Postage for a plant-verified drop shipment must be paid by meter stamps or
by permit imprint using a meter license or permit imprint advance deposit
account, as applicable, maintained by the mailer at the post office serving
the mailer's location.

784.72 Computation.
Postage for DBMC rate mailings prepared as plant-verified drop shipments is
calculated (zoned) from the destination postal facility where mailings are
deposited and accepted into the mailstream.

784.73 Refunds.
The Postal Service does not refund postage for any failure to provide
service that is caused in whole or in part by any event that occurs before the
shipment is deposited and accepted into the mailstream and becomes mail at a
destination postal facility, except in accordance with the provisions of
147.2.

785  Postage Payment for Plant-Verified Drop Shipment Permit Imprint
Mailings at Origin Post Office Serving Mailer's Plant

785.1 General.
Postage is normally debited from a mailer's advance deposit account using
the information presented by the mailer on hard-copy individual mailing
statements.  Under this payment option, in addition to the individual mailing
statements required for each fourth-class mailing (see 782), mailers
may be required to submit registers of mailing statements and consolidated
mailing statements for bulk rate permit imprint mailings that are verified
under a plant-verified drop shipment postage payment system (see
784).  A single, unique USPS mailing number (key) must appear on all
related individual mailing statement, the register of mailing statements
listing these individual statements, and the associated consolidated mailing
statement.  This unique key number identifies the relationship between the
individual statements, the register, and the consolidated statement.  When a
mailer is required to submit consolidated mailing statements, the information
on these statements must be used to debit the mailer's account instead of
using the information on each individual mailing statement.

785.2 Participation

785.21 Required by Local Post Office.
The local post office serving the mailing plant where the advance deposit
account is maintained must require a plant-verified drop shipment mailer to
submit registers of mailing statements (see 785.32) and consolidated
mailing statements (785.33) whenever individual jobs or mailing cycles
presented by the mailer to the DMU for verification and acceptance for postage
payment on any given day are segmented for deposit and entry at five or more
destination postal facilities requiring five or more individual mailing
statements for each job or mailing cycle.

785.22 Request by Mailer.
An authorized plant-verified drop shipment postage payment system mailer
may request authorization to submit registers of mailing statements and
consolidated mailing statements for all mailings that are to be drop shipped
into more than one entry post office.

785.23  Approval of Registers of Mailing Statements and Consolidated
Mailing Statements.
The MSC manager, mailing requirements, must review and approve the format
and method of generation of individual mailing statements, registers of
mailing statements, and consolidated mailing statements to be presented by the
mailer to ensure that they comply with the requirements prescribed in
785.3 before the local post office serving the mailing plant can use
the consolidated statements for debiting the mailer's account.

785.3 Required Mailer Documentation

785.31 Individual Mailing Statements.
The mailer must produce and submit a signed individual mailing statement in
hard-copy for each  mailing destined for each destination entry post office,
at the time the mailing is presented for verification and postage payment.  In
addition to the information required on all individual mailing statements,
when the mailer is required to submit consolidated mailing statements (for 5
or more entry post offices) for debiting of the advance deposit account, each
individual mailing statement must include a uniquely assigned mailing
statement sequence number that must not exceed nine digits.  The numbers must
be sequential within a job or mailing cycle for mailings verified, paid for,
and cleared for dispatch on the same day.  The statements must also include a
unique USPS mailing number (key) corresponding to the number on the related
register of mailing statements and consolidated mailing statement.

785.32 Register of Mailing Statements

785.321 General.
A register of mailing statements is a computer-generated line item listing
of all individual mailing statements for plant-verified drop shipment permit
imprint mailings verified and released for dispatch on a single day from a job
or mailing cycle.  All individual mailing statements represented on a register
of mailing statements must be represented by a corresponding consolidated
mailing statement and the total postage charge on the register must be
identical to the total postage charge on the corresponding consolidated
statement.  The information on a register of mailing statements is reconciled
against individual mailing statements and the consolidated mailing statement
to ensure proper payment of postage.

785.322 Content.
The information identified in 785.323 through 785.325 is
required to appear on each register of mailing statements.  Additional
information may be shown.

785.323 First Page.
The following information must appear at the top of the first page of each
register of mailing statements:

a.
the endorsement "Register of Mailing Statements;"

b.
the name and location of the mailing agent;

c.
the date mailings represented are verified and cleared for dispatch;

d.
the permit imprint advance deposit account to be debited;

e.
the unique USPS mailing number (key) corresponding to the number on related
individual mailing statements and the related consolidated statement.

785.324 Line Items.
Each line item listing on a register must include the following data
elements from the individual mailing statement represented on that line:

a.
the unique individual mailing statement sequence number;

b.
the destination post office of mailing;

c.
the total number of pieces in the mailing;

d.
the total weight of the mailing;

e.
the total postage charge.

785.325 Totals.
The register must also include a total postage charge representing the sum
of the total postage charges from each individual mailing statement listed, as
well as the total number of pieces and the total weight for all individual
mailing statements listed.  The total postage charge on the register must
match total postage charge on the related consolidated statement.

785.326 Corrections.
Where necessary, due to changes made to individual mailing statements,
manual corrections may be made to the register of mailing statements listing
the data from the individual statements.  These corrections must be documented
by the DMU and the corrected register of mailing statement must be signed and
dated by both the mailer and the Postal Service representative that approved
the changes.  The changes on the register must be reflected on the associated
consolidated mailing statement.

785.327 Submission by Mailer.
The mailer must submit the register of mailing statements to the DMU at or
before the time that the first individual mailing included on the register is
presented to the DMU for verification and release for dispatch.

785.328 Retention.
The normal retention period for financial documents also applies to
registers of mailing statements.

785.33 Consolidated Mailing Statement

785.331 General.
This statement consolidates all mailing statement data from individual
mailing statements representing permit imprint mailings verified, paid for,
and released for dispatch on a single day from a job or mailing cycle.  The
consolidated mailing statements are used to debit the mailer's advance deposit
account by the post office where the mailer's account is maintained.  The
following information must be identical for each of the individual mailing
statements that are rolled up to a single consolidated mailing statement:

a.
the mailing statement date representing the date mailings are verified ad
cleared for dispatch by the DMU serving the mailer's plant;

b.
the name and location of the mailing agent;

c.
the processing category for individual mailings;

d.
the permit imprint advance deposit account to be debited;

e.
the job or mailing cycle description;

f.
the unique USPS mailing number (key) corresponding to the number on related
individual mailing statements.

785.332 Format.
The consolidated mailing statement must be a computer-generated facsimile
that has essentially the same format at the individual Postal Service mailing
statements that it represents.  It must be signed and dated by the mailer.
Certain data elements including the range of unique individual mailing
statement sequence numbers, the number of individual mailing statements
represented, and the endorsement "Consolidated Mailing Statement," that are
not shown on individual mailing statements must be shown on the consolidated
statement.  Other data elements included on individual statements, such as
each post office of deposit for drop shipment mailings, are not shown on the
consolidated statement because this statement is consolidating information
from multiple individual mailing statements.  In addition, each individual
mailing statement must contain a USPS mailing number (a key) that corresponds
to the USPS mailing number on the related consolidated mailing statement.

785.333 Calculation of Data.
Each field on the consolidated mailing statement represents the sum total
of the numbers in that field from all the individual mailing statements
represented by the  consolidated statement.  The number in each field on the
consolidated mailing statement bust be held to the same number of decimal
places required to be held on an individual mailing statement.  All fields
containing data on the individual mailing statements must be rolled up to the
consolidated mailing statement.  The total postage charge on the consolidated
mailing statement must be the sum of the total postage charges for all
subordinate individual mailing statements and is used to debit the mailer's
advance deposit account.

Note:  When each of the line item totals that have been calculated
using standard procedures for computing, rounding and expressing weight and
postage figures on all the individual mailing statements are rolled up to a
consolidated statement, the sum of those line item totals on the consolidated
statement does not necessarily result in the exact sum of the total postage
charges from all the individual mailing statements.

785.334 Submission by Mailer.
The mailer must submit the consolidated mailing statement to the DMU at or
before the time the last individual mailing statement it represents is
submitted to the DMU for the day's mailing.

785.335 Correction.
Changes made to individual mailing statements may require the mailer to
correct the consolidated mailing statement to reflect the changes.  Such
corrections must be documented by the DMU and a corrected consolidated mailing
statement, signed and dated by the mailer, must be submitted to the DMU for
proper debiting of the mailer's account.

785.336 Retention.
The normal retention period for financial documents applies to consolidated
mailing statements.

785.4 Post Office Responsibilities

785.41 General.
Postal personnel assigned to the detached mail unit (DMU) in the mailer's
plant must perform all duties described in 784 pertaining to the
verification, clearance and release for dispatch of plant-verified drop
shipment mailings.

785.42 Reconciliation of Individual Mailing Statements Against Register.
The DMU must reconcile the information reported on the individual
statements for each mailing from a job or mailing cycle that has been verified
and cleared for dispatch each day against the line item entries on the
register of mailing statements representing those individual statements.  The
DMU must ensure that all mailings that were verified and cleared for dispatch
are represented on the register and any corrections made to the individual
statements are reflected on the register.

785.43 Reconciliation of Register of Mailing Statement and Consolidated
Mailing Statement.
The DMU must ensure that the total postage charge shown on the register of
mailing statements matches the total postage charge on the corresponding
consolidated mailing statement.

785.44 Approval of Documents.
When the DMU determines that the data on the individual mailing statements,
the register of mailing statements and the consolidated mailing statement are
correct and all in agreement, the postal employee must sign and date (round
stamp) each statement.  A correct consolidated mailing statement, signed and
dated by the mailer and the DMU, must be used by the post office to debit the
mailer's account.

790 Ancillary Services

791 Forwarding and Return

791.1 Local and Nonlocal.
Unless endorsed "Do Not Forward, Do Not Return," fourth-class mail is
forwarded locally for 1 year at no charge. ("Forwarded locally" is defined as
forwarded within the same post office, whether a singleor multi-ZIP Code
office.)  Unless endorsed "Do Not Forward, Do Not Return," nonlocal forwarding
for 1 year is provided at an additional charge.

791.2 Undeliverable.
Undeliverable fourth-class mail bearing no endorsement or the endorsement
"Forwarding and Return Postage Guaranteed, Address Correction Requested," or
"Forwarding and Return Postage Guaranteed" is forwarded if the new address is
known.  Forwarding postage is collected from the addressee if the piece is
accepted.

791.3 Customer Refusal.
If the piece or any attachment is not opened by the addressee, the
addressee may refuse delivery of the mail and have it returned to the sender
without affixing forwarding or return postage and still continue to have other
fourth-class mail forwarded.  If a piece or any attachment is opened by the
addressee, it may not be refused and additional postage is required for
remailing.  If the addressee does not want to pay forwarding postage for all
fourth-class mail, the addressee must request the postmaster of the new
address to use Form 3546 to notify the postmaster of the old address to
discontinue the forwarding of fourth-class mail.

791.4 Applicable Rates and Conditions.
The appropriate single-piece rates and conditions apply to the forwarding
and return of fourth-class items mailed at single-piece, presort, and bulk
rates.  If the piece cannot be forwarded because the new address is not known,
it is given return service (see 792), unless endorsed "Do Not
Forward, Do Not Return."  During months 13 through 18, mailpieces are returned
with the correct forwarding address or the reason for nondelivery attached
unless endorsed "Do Not Forward, Do Not Return."

792 Return

792.1 Endorsed and Unendorsed Pieces

792.11 General.
Except when the mailer endorsements in 792.12 or 792.13
are used, undeliverable fourth-class mail is returned, postage-due, to the
sender (or to the person designated by the sender), with the reason for
nondelivery attached.  No address-correction fee is charged.

792.12 Do Not Forward--Do Not Return--Address Correction Requested.
Pieces bearing the endorsement "Do Not Forward--Do Not Return--Address
Correction Requested" do not receive any forwarding or return service and are
disposed of by the Postal Service.  The sender is provided a separate
address-correction notice and charged the appropriate address-correction fee.

792.13 Do Not Forward--Do Not Return.
Pieces bearing the endorsement "Do Not Forward--Do Not Return" do not
receive any forwarding or return service and are disposed of by the Postal
Service.

792.14 Forwarding and Return Postage Guaranteed.
Undeliverable fourth-class mail (see 159) endorsed "Forwarding
and Return Postage Guaranteed" by the sender may be returned to the sender at
no charge to the addressee for return postage only if the addressee does not
open the mail or any attachment.

792.2 Pieces Bearing a Meter Stamp.
When fourth-class mail bearing a postage meter stamp of a private mailer is
received unaddressed and without return address, and delivery cannot be made,
the piece must be returned to the post office of mailing.  The reason for
nondelivery is attached without charging the address-correction fee.  The
office of mailing delivers the piece to the meter licensee on payment of the
return postage.

792.3 Rates and Conditions.
The following rates and conditions apply to the transmission of
fourth-class mail between the returning office and the office to which the
piece is returned:

a.
When articles prepaid at the single-piece bound printed matter, special
fourth-class, or library rates are returned, the return charge is computed at
the same rate.

b.
When articles prepaid at the special fourth-class presort rates are
returned, postage is computed at single-piece rates.

793 Address Correction

793.1 Address Correction Service.
The addressee's new (forwarding) address, or the reason for nondelivery if
the new address is not known, may be obtained by the sender either
independently of or in combination with the return and forwarding services
provided in 791 and 792.  To obtain these services, the
mailpiece must bear the endorsement "Forwarding and Return Postage Guaranteed,
Address Correction Requested;" or "Do Not Forward, Do Not Return, Address
Correction Requested;" or "Do Not Forward, Address Correction Requested,
Return Postage Guaranteed" according to the service desired.  See Exhibit
159.151f for details.  Temporary changes of address are not provided.  The
following conditions govern these services:

a.
When a piece bears the endorsement "Do Not Forward, Do Not Return, Address
Correction Requested," Form 3579 or a markup label is used to notify the
sender, the address-correction fee is charged (see 712.2).  Form
3579 or a markup label using the customer's old address is prepared for
mailing to the sender in an envelope in the same manner that
address-correction notices are prepared for mailing to second-class publishers.

Exception:  When address labels are affixed to plastic wrappers, or a
window-address format is used on a mailpiece, making compliance with the
foregoing instruction difficult, Form 3547 is substituted to provide the
requested information.

b.
If a piece bearing the endorsement "Forwarding and Return Postage
Guaranteed, Address Correction Requested" must be returned to the sender by
the post office of original address because the piece cannot be forwarded,
Form 3579 or a markup label is affixed to the piece, and it is returned to the
sender for the applicable single-piece fourth-class postage for the piece.  No
address-correction fee is charged.

c.
If a piece bearing the endorsement "Forwarding and Return Postage
Guaranteed, Address Correction Requested" is forwarded to the addressee, then
Form 3547 is used by the post office of original address to furnish the sender
with the new address.  The address-correction fee is charged (see
712.2).

d.
Forwarding-address information are not provided for mail bearing an
exceptional address format (see 122.433).

793.2  Address Change Service (ACS)

a.
ACS is designed to centralize, automate, and improve the processing of
address-correction requests for mailers.  The ACS process involves the
transmission of address correction information to a central point where the
changes are consolidated onto a magnetic tape filed by unique identifier.
These records are sequentially organized by USPS assigned codes and
distributed to each participating mailer.  Label formats are found in
441.232.

b.
ACS is available to mailers who maintain their address records on
computers.  For further information, write to Address Change Service, Address
Information Center, U.S. Postal Service (for address, see Address List in
Appendices).

794 No Service Requested
If the services described in 791, 792, or 793
are not requested by the mailer, and the piece is undeliverable as addressed,

795 Mixed Classes
Undeliverable, unendorsed fourth-class mail with nonincidental First-Class
Mail attachments or enclosures prepared according to 136.2 or
136.3 are forwarded, if requested by mailer endorsement, or returned
at the single-piece fourth-class rate.  The weight of the First-Class
attachment or enclosure is not included when computing the charges for return
of the mailpiece.  Undeliverable, unendorsed fourth-class mail with incidental
First-Class attachments or enclosures prepared in accordance with
136.4 are returned at the single-piece fourth-class rate.
