STATE DEPARTMENT TRAVEL ADVISORY - Cameroon
============================================================
CAMEROON - Warning
 February 21, 1992

The Department of State advises U.S. citizens to defer
non-essential travel to Cameroon during the time surrounding the
legislative elections scheduled for March 1, 1992. The government
of Cameroon may put into effect internal security measures to ensure
public order during the election period, between February 27, 1992
to March 3, 1992. Disputes in late January between the government
and opposition parties concerning the upcoming elections
precipitated communal violence in the far north province, resulting
in hundreds of deaths and injuries. Additional disruptions of
public order may occur as the elections draw near or as a result of
their outcome. While non-Cameroonians are not likely to be the
targets of politically-motivated attacks, any large public gathering
has the potential to degenerate into a confrontation with inherent
dangers to innocent bystanders. U.S. citizens are strongly
encouraged to avoid political rallies, demonstrations or large
public gatherings.

U.S. citizens who must travel are warned that banditry along
highways is an increasing problem in many areas of the country,
including the major cities and towns. U.S. citizens should avoid
rural highway travel at night. Security forces have established
checkpoints throughout the country in an effort to control banditry.
Failure to stop a vehicle when so requested could have
life-threatening consequences.

U.S. citizens should also exercise caution when taking photographs
anywhere in Cameroon. While not officially forbidden, security
officials are sensitive about the photography of government
buildings and military installations, many of which are unmarked.
Photography of these subjects may result in seizure of photographic
equipment by Cameroon authorities. U.S. citizens are advised to
seek prior permission of Cameroonian authorities before taking a
photograph of a specific subject or location.

U.S. citizens who must travel to Cameroon are urged to contact the
U.S. Embassy or the Consulate immediately upon arrival to register
their presence and to receive updated security information. The
Embassy is located in Yaounde on Rue Nachtigal, tel: 222589 or
234014. The Consulate in Douala is located at 21 Avenue du General
De Gaulle, tel: 425331.

 No. 92-030

This replaces the previous travel advisory dated January 23, 1992,
to advise U.S. citizens to defer non-essential travel in Cameroon
during the period surrounding the March 1, 1992 legislative
elections.
