ESTONIA - NOTICE
 June 19, 1992

The U.S. Embassy in Tallinn, Estonia has moved into permanent
facilities, and can provide limited consular services, including
emergency assistance, to U.S. citizens.  U.S. citizens residing or
traveling in Estonia are encouraged to register at the Embassy upon
arrival.  The Embassy is located at Kentmanni 20, EE 0001 Tallinn,
Estonia, tel. 455-313.

The overall situation in Estonia is generally calm at this time.
Street crime, however, is increasing, particularly in Tallinn in the
vicinity of the major hotels and bars.  American visitors should
exercise particular care when traveling in the city at night.
Emergency medical services above the standard provided to local
residents are available in Tallinn for hard currency.  Nevertheless,
tourists with health problems should make special arrangements when
planning to visit Estonia.

The three Baltic states - Estonia, Lithuania, and Latvia - have
established a reciprocal visa policy, under which a valid visa for
any of the three will be accepted for admission.  For further

247-1450.  Travelers who plan to enter Russia or any of the other
former Soviet Republics except Ukraine must obtain Russian visas
before entering these countries, or they will not be allowed to
register at hotels and will be required to depart the country
immediately via the same route they arrived.  They may also be fined
up to $350 (U.S.).

This replaces the advisory issued October 24, 1991, to inform U.S.
citizens that the U.S. Embassy in Tallinn has now moved into
permanent facilities and provides a limited range of consular
services.  The advisory also informs travelers of a recent increase
in street crime, and includes the addresses of the U.S. Embassy in
Estonia and of the Estonian Embassy in the U.S.
