FRANCE - NOTICE
 October 12, 1991


The Department of State has learned that Air France flight 140 from
Paris to Amman, and flight 141 from Amman to Paris, make an
intermediate stop in Beirut.  American citizens should not board
these flights because U.S. passports are invalid for travel to, in,
or through Lebanon and may not be used for that purpose unless a
special validation is obtained.  This prohibition exists because the
situation in Lebanon is so dangerous that no U.S. citizen can be
considered safe from terrorist acts.  Use of a U.S. passport for
travel to, in, or through Lebanon may constitue a violation of 18
U.S.C. 1544, and be punishable by a fine and/or imprisonment.
