PARAGUAY - TRAVEL NOTICE
 September 10, 1991

Due to problems encountered in the adoption process in Paraguay,
the Department of State strongly advises prospective adopting
parents to postpone travel for the purpose of adopting children.

A number of Americans who have traveled to Paraguay have faced
severe difficulties due to complications and delays in the adoption
process.  As a consequence, a number of adopting parents have been
required to stay a prolonged period of time and have been subjected
to high financial costs.  Legal problems in some cases have delayed
or frustrated the adoption process.

Those already involved in trying to adopt in Paraguay are strongly
urged to contact the Consular section of the American Embassy in
Asuncion at (595) (21) 213-715 before traveling to Paraguay for
adoption purposes.

Americans to problems relating to adoptions in Paraguay.
