ROMANIA - CAUTION

The Department of State advises U.S. citizens to exercise caution
in Romania.  Visitors to Romania may encounter unexpected street
demonstrations in urban areas which could involve significant
unrest.  Violent demonstrations occurred in Bucharest in September,
1991.  American citizens should avoid areas where such
demonstrations are in progress and, in particular, refrain from
attempts to photograph the demonstrations.

American citizens interested in adopting a child in Romania should
be aware that new legislation was enacted on July 17, 1991, which
requires all adoptions to be processed through the Romanian Adoption
Commission.  Romanian courts are forbidden to process an adoption
case involving foreign parents unless the court had received the
case prior to July 17, 1991.  This, in fact, suspends all new
Romanian adoptions until such time as the Romanian Adoption
Commission can formulate new procedures.  The new law also imposes
criminal penalties for anyone, including intermediaries, who offers
or receives money or material goods to obtain the release of
children for adoption.

The Romanian Adoption Commission will work only with approved
foreign adoption agencies.  The authorized American agencies have
not yet been designated nor has the Commission announced names of
any agency under consideration.  The Commission does not expect to
process adoptions under the new law until the beginning of 1992 or
later.  In light of these changes, prospective adoptive parents are
urged to postpone travel until Romania resumes processing adoptions.


All U.S. citizens in Romania should register with the U.S. Embassy
in Bucharest, Strada Tudor Arghezi 7-9, tel. 10-40-40.  Updated

both Romanian and American adoption law is available from the
