If while you are using Windows 7 and IE 11 the "This file is not commonly used" message is being caused by the Smart Screen Filter. Turning smart screen filtering on or off in windows 7

1. Open INTERNET explorer.
2. Press alt + t, this will take you in to tools.
3 . Arrow down until you come to smart screen filtering and press enter.
4. smart screen filtering is a toggle, if it is on pressing enter will turn filtering off, if it is off pressing enter will turn it on.
5. Tab until you come to the ok button and press enter.
